RECOMMENDATIONS•
1. Agree to let the Human Relations Commission solicit more
applicants for the current vacancies on the Human Relations
Commission and request that they report to our Committee on
January 8, 1990 with their recommendations.
2. Request the Human Relations Commission to rank the
applications which have already been received and present
their recommendations to our Committee on January 8 , 1990,
with a view to appointing one or more of these applicants to
the seat which we understand has recently been vacated by
the resignation of Ocie Huff, who has moved out of the
County and perhaps to at least one of the currently vacant
seats.
3. Request the County Administrator to write to the current
applicants, explaining that there has been a delay in
considering their applications, but that the Internal
Operations Committee expects to make a recommendation to the
Board of Supervisors following their meeting on January 8,
1990.
4. Leave this item on referral to our Committee until after our
meeting of January 8, 1990 .

BACKGROUND:
The Human Relations Commission currently has two vacancies due to
recent resignations of two male hispanics from East County. The
Board of Supervisors previously authorized a recruitment for
these two seats, and indicated its intent to appoint at least one
hispanic from East County to one of these two vacant seats.
On November 27, 1989 our Committee met with the Executive
Director of the Human Relations Commission and learned that there
is about to be a third vacancy on the Commission due to the fact
that Ocie Huff has recently moved out of the County.
From the recruitment which has been done a total of twelve
applications has been received. While the Human Relations
Commission has interviewed these applicants and feels that there
are some excellent candidates none of the applicants was a
hispanic from East County. Since we now have three vacancies on
the Commission we would like to allow the Commission to go ahead
and do some targeted recruitment of hispanics from East County to
fill either one or two of the currently vacant seats. We would
then like the Commission to rank the applicants they have
interviewed and present their recommendations on filling all
three seats to our Committee on January 8, 1990 so we can make
recommendations to the Board of Supervisors before our Committee
is replaced on January 9, 1990.

Transportation Authority Presentation on Stage I Traffic Level of
Service Guidelines
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
Attached is background information for the December 5 presentation by
the Contra Costa Transportation Authority on Stage I Traffic Level of
Service Guidelines.
This background information includes the following:
- A draft Resolution to use to implement the traffic Level of
Service (LOS) standards in Measure C. Adoption of such a
resolution "in substnatially the same form" as the draft is
requested by the Authority by January 1, 1990;
- Traffic Level of Service Standards;
- Discussion Paper on Map of Areas Subject to Level of Service
Standards; and
- Draft List of Regional Routes.
Staff recommendations for adoption of the resolution, LOS standards,
and list of Regional Routes will follow at a subsequent Board meeting.

RESOLUTION NO_
RESOLUTION ADOPTING THE INTERIM APPLICATION
OF LEVEL OF SERVICE STANDARDS IN ACCORDANCE WITH J
THE GROWTH MANAGEMENT REQUIREMENTS OF MEASURE "C"
WHEREAS, the adopted a resolution of intent to comply with the
Growth Management Program for all new development applications as of January 1,
1990; and,
WHEREAS, the has initiated a planning program to comply with
the Growth Management Program; and
WHEREAS, Measure "C" has established acceptable levels of service for rural ,
semi-rural , suburban, urban and- central business district;
NOW THEREFORE, the .City/Town Council/County Board of•Supervisors does hereby -
take the following actions .applicable to .the obligations established under Measure
"C", and is in addition to existing development review and mitigation/fee
programs:
1. Adopt the traffic level of service standards in the Transportation
Improvement and Growth Management Program attached as Exhibit A.
2. /Apply the traffic level of service standards to the street types within the
city/town/county as shown on the map of areas subject to the levels of-service
attached as Exhibit B.
3. The city/town/county shall require traffic impact analysis for any project
which As. estiMated to generate 100 or more A.M.- or. P.M. peak hour trips based upon
the trip generation rates as presented in the Institute of -Transportation
Engineers (ITE) Trip Generation, 4th Edition, 1985. (Individual jurisdictions may
elect to adopt a more stringent threshold. )
4. Require that during the review of development proposals, the traffic impact
analysis shall determine whether a project could cause a signalized intersection
or freeway ramp to exceed the applicable interim standard and shall identify
mitigations/fees so that the intersection or ramp will operate in conformance with
applicable standards_ Development proposals shall be required to comply with
identified mitigations and/or fees.
5. Require that the interim list of routes of regional significance, and or
locations subject to findings of special circumstances listed in Exhibit C
attached, are exempt from interim level of service standards, but require
mitigation/fees from projects that adversely affect the existing level of service,
and for which traffic impact analysis is required. The calculation methodology
for the application of traffic level of service standards is Circular 212 Planning
With Operation Method Capacities.

Based on the categories established above. each jurisdiction shall determine how the Traffic Service
standards are to be applied to their General Plan land use and circulation elements, and the land
areas to be defined as Rural, Semi-Rural, Suburban, Urban, and Central Business .District (as
suggested in the Guidelines in Appendix-A). Each jurisdiction shall comply with the adopted stan-
dards. Jurisdictions may adopt more stringent standards without penalty.
Level of Service (LOS) would be measured by Circular 212 or .the method described in the most
commonly used version of the Highway Capacity Manual. Any issues with respect to the application of
the Highway Capacity Manual or measurement of level of service shall be referred to the Authority's
Technical Coordinating Committee for review and recommendation to the Authority. in the event that
an intersection(s) exceeds the applicable Traffic Service standard, the Authority shall, jointly
with local ,jurisdictions, establish appropriate mitigation measures or determine that a given
intersection is subject to a finding of special circumstances.
Any intersection that presently exceeds the Traffic Service standard.and which will be brought into
compliance in the most current Five Year Capital Improvement Program (see section 6) shall be
considered to be in compliance with the applicable standard.
The Authority, jointly, with affected local jurisdictions, shall determine and periodically review
the application of Traffic Service Standards on routes of region-at significance. The review will
take into account traffic originating outside of the,county or jurisdiction, and environmental and
financial considerations. Local jurisdictions, through the forum provided by the Authority, shall
jointly determine the appropriate measures and programs for mitigation of regional traffic impacts.

Capital projects necessary to meet and/or maintain the Traffic Service standards are to be included
in the required Five Year Capital improvement Program_ (see Section 6)

DISCUSSION
MAP OF AREAS SUBJECT TO LEVEL OF SERVICE STANDARDS
The Draft Resolution adopting Stage I Application of Level of Service Standards
makes reference to a map of areas subject to the LOS standards. This map will
indicate what standards are to be applied to different roads. Each jurisdiction
will prepare its own map. to be attached to the Resolution as Exhibit B.
This discussion is advisory; alternative approaches to mapping land use areas
may be used. Appendix A of Measure C includes definitions of land use types
which will also be helpful in preparing maps and determining standards.
Establishing Stage I Standards based on Preliminary Land Use Area Designations
Mapping of land use type boundaries will be the basis for establishing
standards. Though the land use definitions in Measure C's Appendix A make
reference only to General Plan land use designations and definitions, it appears
necessary to also consider the General Plan circulation system in delineating
land use type boundaries. This is because roads may be influenced more by areas
they lead to and from than by the character of areas that surround them.
A first step is delineating land use type boundaries should be establishing a
correlation between General.Plan categories and the five land use types. A
preliminary map of land use types (and thus standards) would show standards
based only on land use. It would then be modified to reflect the functions of
streets that connect areas of different land use type. This modification would
be likely to result in a map showing CBD and urban areas with "tentacles; i.e.,
arterial streets included in the CBD or urban designations even though they
extend into residential areas characterized by suburban land use.
In some instances it may be appropriate to designate the entire length of a
particular arterial "urban." even if large stretches pass through other types of
land uses. These cases would likely be arterials that connect major destination
points, such as employment or shopping centers, to each other or to Regional
Routes.

DISCUSSION
INTERIM LIST OF ROUTES OF REGIONAL SIGNIFICANCE AND
LOCATIONS SUBJECT TO FINDINGS OF SPECIAL CIRCUMSTANCES
The Draft Resolution adopting State I Application of Level of Service Standards
makes reference to an interim list of Routes of Regional Significance and Loca-
tions Subject to Findings of Special Circumstances. Each jurisdiction.will
prepare its own list. to be attached to the Resolution as Exhibit C.
This discussion is advisory.
Treatment of Regional Routes and Findings of Special Circumstances
The FGA Committee. Growth Management Task Force and TFAC are in the process of
discussing policies for Regional Routes and Locations Subject to Findings of
Special Circumstances. Because these policies require thorough discussion and
review by the Regional Committees as well, they will not be ready to be imple-
mented by Ianuary 1. 1990. It is expected that Stage II policies, including
standards and procedures for these facilities, will be implemented within the
next six months.
The lists to be adopted as part of the local resolutions will be interim lists
because the Stage II process for designation is expected to include participa-
tion by the Regional Committees and the Authority. The interim lists prepared
by local jurisdictions will be advisory to the Authority. During the develop-
ment of the Draft Guide to Implementation of Level of Service Standards, the
Authority will establish a designated list of Regional Routes and a procedure
for amending that list. criteria for making Findings of Special Circumstances.

Interim lists may rely on the Regional Routes identified in Appendix A of. Mea-
sure C, or add to that list. Locations subject to Findings of Special Circum-
stances that are on the interim lists should be those that are projected to
violate LOS standards after implementation of current CIP projects.
