Automated Jail Management System
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION:
Approve and authorize the County Purchasing Servicres Officer to execute,
on behalf of the County, a contract in the amount of $1,387,642. with
Systems Concepts of Colorado, Inc. , for the purpose of acquiring an
Automated Jail Management System.
II . FINANCIAL IMPACT:
The total amount to be funded is $1,387 ,642. The annual cost of the
lease purchase will be paid from the Sheriff-Coroner' s Detention
operating budget. Part of the cost may be offset from increased
revenues and fees from various detention system programs, such as the
Work Alternative Program.
III . REASONS FOR RECOMMENDATION:
Detention facilities under the jurisdiction of the Sheriff-Coroner are
expanding with the addition of the West County Detention Facility in
Richmond. Proper and efficient management of all detention facilities
requires an automated system for recording bookings, tracking inmates
and their personal property, accounting for cash transactions, and
ensuring proper standards - of inmate care are provided. The proposed
system will provide these capabilities as well as providing statistical
data for more accurate projections of inmate populations.
IV. BACKGROUND:
The current detention facilities utilize an automated jail management
system. This system provides automated tracking of inmates as well as
for providing historical data of all previous inmates. This system has
been in use for approximately ten years. It was designed to manage an
inmate population of less then half the current amount. Both the
system' s hardware and software is overloaded and out of date.

Re: Automated Jail Management System
The inadequacies of the current system have been recognized for several
years. When it became apparent that a new facility would need
to be built to house the increasing inmate population, planning for an
automated system that could handle the increased inmate population
began. It was determined that a new system would need to be acquired.
The new system would need to provide all of the existing capabilities,
plus new ones that could provide valuable management information.
Significant staff time has been spent over the last year and a half
involving personnel from the Sheriff-Coroner, County Administrator, and
Data Processing Departments to determine the most suitable system.
The functional, system hardware and personnel requirements were
identified. An extensive search determined that the Jail Management
System from Systems Concepts of Colorado presented the closest match to
these requirements.
V. CONSEQUENCES OF NEGATIVE ACTION:
As the inmate population continues to grow, in the County' s adult
detention facilities, the need for automated tracking and record keeping
of inmates becomes greater. To revert to manual procedures would
require additional staff at all facilities. Manual operations would
contribute to a higher incidence of errors, which places the county at
higher risk for litigation. Approving this contract minimizes future
need for additional staff and provides the means to adequately maintain
inmate records.
