Acknowledge receipt of the attached Report #12 from
O'Brien-Kreitzberg & Associates for the month of July 1989 on the
status of construction work at the County' s detention facilities.
BACKGROUND-
The attached ;IReport #12 outlines the status of work at the West
County Justice Center which is on schedule and within budget with
a projected completion date of May 12 , 1990. The Contractor
notes that the Sheriff ' s Department has requested the following
changes: additional layer of gypsum board in the housing
dayrooms, more secure ventilation registers in inmate areas and
increased security for the perimeter fence. The time and cost
impacts of the changes are being quantified.
The report also outlines the status of the Marsh Creek Detention
Facility where the Contractor for the dorms has not been diligent
in completing punch list work and closing out the project.
Approximately $225,000 in retention funds are being held by the
County.
Finally, the , report outlines the status of work on the Main
Detention Facility where the scope of work has been expanded due
to Sheriff ' s Department and Health Services Department requests
during design review. The Contractor notes that these requests
are reasonable but will increase the construction costs.

Facility achieved during the period of July 1989 as well as Areas of
Concern.

1. West County Justice Center
a. Environmental Lawsuit
I
The consullting firm of Jones and Stokes began work on the revised
environmental impact report on July 10. The Notice of Preparation will
be issued in early August.
b. WCJC Advisory Group
I
The Advisory Group held their quarterly meeting on June 28. Status
reports were presented on construction progress, environmental lawsuit,
facility staffing and MBE/WBE compliance.

1. West County Justice Center
a. Design:
The furniture , equipment and signage design work is ongoing. The
review comments for the 507 furniture submittal were sent to the
designer on July 7. The 907 equipment submittal review comments
were returned on July 13. The 907 signage submittal was sent to the
County for review on July 14.
b. Construction:
1) Contract A: Substantially complete.
2) Contract B: Construction contract critical activity were
construction of the remaining second floor masonry walls and the
roof at the Administration Building and roof installation at the
Housing Buildings No. 6, 7 and 8. Schedule status was as
follows:

E. MAJOR AREAS OF CONCERN:

♦ Contract B: Walsh Construction Company
a. Day Room Walls:
Issue: The walls on the day room of the cells are constructed
with only one layer of gypsum wallboard. The Sheriff's office is
concerned that these walls may be easily damaged.
Action: CM will investigate potential cost and impact of adding
another layer of drywall in the dayroom areas of Buildings 5 - 8.
b. Cell HVAC Grilles:
Issue: The Sheriff's Department is concerned with the security
of the specified grills and have requested that they be changed
to security grilles in Buildings 5 - 8.
Action: CM will investigate potential cost and impact of adding
another layer of drywall in the dayroom areas of Buildings 5 - 8.
C. Structocore Security Wall Systems (Building 4:
Issue: There are a number of clarifications needed on the details of
the structocore wall system for the connection of these walls to
the deck above, of the connections for the lavatories, and of the
construction details for the mechanical chases.
Action: The CM has directed the Architect to develop details
and has notified the contractor that some of clarifications are
the responsibility of the subcontractor.

d. Toilet and Accessory Substitution Claim:
Issue: The Contractor has filed a claim for additional
compensation pertaining to the denied substitution of toilet
accessories.

Action: The CM has investigated the facts concerning the claim
and � has presented a recommendation to the County. The County
will hold a meeting with all concerned parties in August
resulting with a final determination as required by the contract.

e. Deck Opening Claim:
i
Issue: The Contractor has filed a claim for additional
compensation for framing the openings in the decks.
i
Action: The CM has investigated the facts concerning the claim
andl has presented a recommendation to the County. The County
wild hold a meeting with all concerned parties in August and
provide a final determination as required by the contract.
f. HVIC Roof Curbs:
i
Issue: The Contractor contends that the contract structural
plans fail to show all the curb framing around HVAC openings.

Action: The Contractor's contention regarding the openings
was rejected by the AE; however, he issued a change from steel
framing to steel studs since the steel framing for HVAC were not
supported by major steel beams. CM suggests proposed change for
cost difference between steel framing and studs. Contractor was
directed to proceed on a T&M basis.
g. Key Switch Claim: :
Issue: Contractor filed a claim for key switches they argue were
noit required by contract documents.

Action: CM decision was issued denying claim. The Contractor
waived right to claim by not responding in the time required by
the contract.

h. Roof Beam Slope Claims:
Issue: Contractor filed a claim for the extra steel required to
slope the roof.
Action: Settlement negotiated by CM and change was issued.
i. Time Claims:
Issue: The contractor claimed additional. time of 10 days for
the added drywall ceiling being required by the County Code
Inspectors in the electrical rooms and six days for stair embeds.
Action: CM negotiated settlement of 10 days for both claims.
j. Curb Time Claim:
Issue: Contractor claimed a delay due to the change in roof curb
design.
Action: Claim was denied by CM since the work was not on the
critical path.

Issue: A new 8" fire main and two new fire hydrants were
installed as required by code; however, fire flow does not meet
minimum requirements.

and construction phases. The design portion will include general design
data and a progress narrative. The construction section will be subdivided
by each contract and will provide contract data, a progress narrative, plus
a bar chart. )
2. West County Justice Center

The furniture, equipment and signage 907 complete Contract Document
submittals were reviewed in July. The 1007 equipment submittal is due
on August 14. The signage submittal was received on July 14, however,
additional information is needed before the review can be completed.
The furnishings 507 submittal review comments were- issued on July 7.
The 90%1 complete furnishing submittal is due August 4.

a. Building One (Administration Building): The work is on schedule. The
critical activity is the 7th lift of masonry. That activity is
approximately 90% complete and should be complete by August 7.

b. Building Two (Medical/Dental/Library/Classroom Building): The work is
ahead of schedule. The current critical activity is the roof decking
which is about 95% complete. This activity is scheduled for
completion on July 26.
C. Building Three (Multi-purpose Building): The work is ahead of
schedule. The current critical activity is masonry which is scheduled
to finish in mid-August.
d. Building Four (Intake Housing/Central Visiting): Ahead of schedule.
The current critical activity is masonry. The masonry is scheduled
for completion in mid-August.
e. Building Five (Inmate Housing): On schedule. The current critical-
activity is core area electrical and communication rough-in. That
activity is scheduled for completion in mid-September. We have been
giving particular emphasis to the procurement of electronic equipment.
That activity is critical to the entire project, and we will continue
to monitor the progress.
Another area of concern is the interpretation of the fire rating of
the mechanical shafts by the County Building Inspection Department.
That issue could impact the schedule of the housing units.
f. Building Six (Inmate Housing): On schedule. The current critical
activity is insulating concrete on the roof deck. That activity is
scheduled for completion on July 27.
g. Building Seven (Inmate Housing): On schedule. The current critical
activity is roof embeds. That activity is scheduled for completion
on July 26.
h. Building Eight (Inmate Housing): Behind schedule. The critical
activity is roof deck embed. That activity is scheduled for
completion on July 31. The scheduling problem with insulating
concrete that was creating a potential delay with the completion of
this building has been solved but the installation of the roof
membrane is a potential problem that could delay the completion of
this building. We will watch this activity closely.
3. PROGRESS BAR CHART:
A progress bar chart is included to this report (Attachment D). It
compares the actual physical progress of field activities to their
scheduled progress. As of the end of July, construction is about 52.3%
complete compared with scheduled completion of 51.6%.

4. AREAS OF CONCERN:
a. Roofing System:
Issue: The Contractor is working on the roofing systems sequentially
from building to building. The roofing system includes metal decking,
embeds, insulating concrete and roofing membrane. According to the
Contractor's schedule, the roofing systems can be completed before
winter. IWe would prefer working two buildings in parallel to allow a
cushion of time in case of unexpected disruption.
Action: We will closely monitor the progress of this work. If the
progress does not keep pace with the schedule, we will direct the
Contractor to work overtime or add an additional crew to ensure the
work is completed before winter.
b. Code Interpretation of Fire Ratings in the Housing Units:
Issue: The County Building Inspection Department has taken a more
restrictive interpretation of the fire codes of the mechanical shafts
in the dousing units than has been shown on the contract documents.
That interpretation is currently being discussed, but while it is
being di1scussed, all work adjacent to these shafts has been stopped.
Action: ) The work crews have been reassigned to tasks that are- not
affected by this dispute. They can be used productively at these
tasks for a short period of time. In the meantime, we will

The detailed financial report is divided into three projects: 1) West
County Justice Center, 2) Marsh Creek Detention Facility and 3) Martinez
Detention Facility. The projects are further divided into the Design and
Construction phases. The Design portion will include a narrative. The
Construction section will be subdivided by each contract and will provide
contract data, where available, narratives and cost curves.
2. {Test County Justice Center
a. Design:
The Architect's basic fee is $2,494,423 of which $2,250,603 (90%) has
been paid. ) In addition, the Architect has been authorized $587,519 for
extra services, of which $465,498 (79%) has been paid.
b. Construction:
The West County Justice Center financial report includes two contracts:
1) The first contract was for the rough grading of the project site
(Contract "A") which is substantially complete.
The remaining contingency for Contract "A" is <$2,150.
2) The slecond contract . is for the construction of the detention
facility (Contract "B").
The remaining contingency for Contract "B" is $826,198.

pump station equipment and the date when permanent power will be
supplied by the Contract B Contractor to the pump station has resulted
in the issuance of a proposed change order (PCO) for temporary power
supply.

report date (17/25/89) to the Contractor's forecast progress. The
Contractor's forecasts (early start forecast and late start forecast) are
based on the values assigned to individual activities in the Contractor's
12/23/88 revised baseline schedule. The actual value of base contract work
completed to date is $15,136,542; for change orders, it is $161,476. The
