HomeMy WebLinkAboutMINUTES - 12051989 - 1.47 1®®47 TO BOARD OF SUPERVISORS FROM: Auditor-Controller Contra Costa DATE: December 5, 1989 County SUBJECT: Distribution of State Highway Account Highway Property Rental Revenue SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION Distribute State Highway Account highway property rental revenue in the amount of $72 , 015. 30 to the County Road Fund, County Tax Collector and to eligible cities pursuant to the provisions of Section 104 . 10 of the Streets and Highways Code and as recommended by the County Auditor- Controller, as follows: County Tax Collector (Possessory Interest Tax) $14, 117 . 12 County Road Fund 34 , 080. 79 City of Richmond 14, 152 . 88 City of Lafayette 625. 25 City of San Pablo 1, 308 . 99 City of Pleasant Hill 1,630. 38 Town of Moraga 6, 099 . 89 Total $72, 015. 30 BACKGROUND Section 104 . 6 of the Streets and Highways Code authorizes the State Department of Transportation to lease any lands it holds which are not presently needed for state highway purposes and provides that 24 percent of such rental revenue shall be allocated pursuant to Section 104 . 10 . Section 104 . 13 provides that all funds distributed to the County pursuant to Section 104. 10 shall be deemed to be in full or partial payment of the possessory interest taxes due on such leased property. The recommended distribution is in accordance with these state laws. FINANCIAL IMPACT: Net benefit to the county from the proposed organizational change will be $206,000 per year. The Social Services Department will realize salary and other cost savings of $100,000 per year. Revenue from collections are estimated to increase from $41, 000 per month to approximately $50,000 per month. The anticipated annual increase in revenue of $105,000 is principally due to the Office of Revenue Collections automated system and the fact that many of Social Services Clients are also current ORC Clients. In addition to the above, ORC will handle the general assistance repayment program along with the social service collections. The repayment program will return some revenue to the general fund which is currently expended on this program. BACKGROUND: Under the current organizational structure, the Social Services Department, in compliance with state mandated regulations, collects for overpayments of AFDC, food stamps, IHSS and other social service grant programs from former aid recipients. There are currently eight social service employees performing this collection function. The County Administrator and Social Service Department propose to transfer this function to the Office of Revenue Collection (ORC) , which has the capability to collect Social Service overpayments with fewer employees than Social Service. A central collection function will be more efficient than the current method for the following reasons. Presently 250-300 of Social Service and ORC clients are the same. There is a duplication of billing and collections on these cases, which will be eliminated with the transfer of this function to one department. In addition, ORC has an automated on-line system which allows ORC to handle the same process with reduced staffing. The system has the capability of supplying automated reports for submission with state/federal reporting requirements. The Social Service Department does not have an automated system. ORC has staff trained in legal enforcement which Social Service does not. Finally, ORC has an acknowledged technical expert in social service collections who has developed a statewide training program on the collection of social service debts. The proposal involves two unions; Local 535 , which represents the eligibility staff in Social Service; and Local 1, which represents the collections staff in ORC. The county met and conferred with the unions on this issue. Given the facts as described above, the County Administrator and Social Service Director are in agreement that the county will benefit overall from the savings, revenue increase and organizational efficiencies which will result from the transfer of Social Service collections to the Office of Revenue Collection.
