SUBJECT*Approval of Contract #24-728-49 with Rubicon Programs, Inc. for Mental
Health Program Services in Fiscal Year 1989-90 and Fiscal Year 1990-91
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and authorize the Health Services Director or his designee
(Stuart McCullough) to execute on behalf of the County, Contract
#24-728-49 with Rubicon Programs, Inc. , upon approval of the Contract
document by the County Administrator or his designee, in the amount of
$1, 221, 496 for the two year period July 1, 1989 through June 30, 1991
for provision of mental health program services for mentally disturbed
adults in West County. This document includes a six-month automatic
contract extension from June 30, 1991 through December 31, 1991 in the
amount of $3051300. This Novation Contract is for a. two-year term in
accordance with the policy of the Board of Supervisors established
June 27, 1989 for Contracts with nonprofit agencies.
II. FINANCIAL IMPACT:
This Contract is funded in the Health Services Department Budget for
1989-90 (Org. #5942) , and is financed over the two-year period by
Federal Block Grant, Federal Medi-Cal, State Mental Health (Short-
Doyle) and County funding, estimated for each Fiscal Year as follows:

The two Fiscal Year Payment Limits. set forth above do not include any

Year Payment Limits and Total Contract Payment Limit for this Contract
may be modified by a written Administrative Amendment executed by the
Contractor and the County Administrator, or his designee, to reflect
any such cost-of-living increase, except that this provision shall not
be construed to require agreement to any such increase.
Each Fiscal Year Payment Limit includes a $15,978 increase in Federal
Medi-Cal funds which are being generated through an expansion of
Contractor's Medi-Cal Day Treatment Programs, particularly by the
change in the Synthesis Day Treatment Program from operating four days
a week to five days a week, which is now annualized for a full twelve-
month period beginning July 1989. This will produce an increase in
service units which are billable to Federal Medi-Cal. This increase
in Federal funding serves to maximize the Federal Medi-Cal revenues
which are available at no additional cost to the County. The Contract
places the Contractor at risk for serving a sufficient number of
Federally-eligible clients to earn the Federal Medi-Cal revenue in the
Rubicon and Synthesis Medi-Cal day treatment program budgets.
III. REASONS FOR RECOMMENDATIONSIBACKGROUND:
This Contractor has been providing these mental health program services
under an automatic extension of the FY 1988-89 Contract #24-728-47 (as
amended by Contract Amendment Agreement #24-728-48) . Novation Contract
#24-728-49 replaces the six-month automatic extension under the prior
contract.
Approval of this Contract will allow the continued provision of
outreach services for vocational programs, independent living
residential treatment services, and habilitative day treatment program
services for mentally disturbed adults.
These contract services are a vital and important part of the County's
continuum of mental health services for mentally disturbed adults in
the western region of the County.
