bids in January, 1990, to provide a county-wide centralized
resource and referral service to match Social Service

GAIN funding, the county will provide the automated equipment

the SSD' s GAIN computer system.
BACKGROUND:
This RFP will be the result of the board' s recommendation
that a system be developed whereby child care providers be

AUTHORIZATION TO BID CONTRACT -2- November 14, 1989
FOR GAIN CHILD CARE SERVICES
IMPACT OR CONSEQUENCES OF NOT DOING:
When clients are paid directly, often child care providers do
not get paid. If Social Service were to pay providers
directly, this would establish an employer-employee relation-
ship which could be subject to lawsuit in the event of injury
to a child.
