Rydingsword, Director Social Service Department Contra Costa DATE: November 14 , 1989 County SUBJECT: AUTHORIZATION TO BID $1,139,600 TO ADMINISTER THE GREATER AVENUES OF INDEPENDENCE (GAIN) PROGRAM'S CHILD CARE SERVICES SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKsROUND AND JUSTIFICATION RECOMMENDATION: Authorize the Social Service Director to request program bids in January, 1990, to provide a county-wide centralized resource and referral service to match Social Service Department (SSD) referred GAIN participants with licensed child care providers; and to provide direct payments to GAIN. approved child care providers upon receipt of a voucher from the SSD. The term of the contract is planned to be from March 1, 1990 through June 30, 1991, and may be renewed until June 30, 1993 but will be predicated on available funding and acceptable services. FISCAL IMPACT: Source of funding will be 100% state and federal GAIN funds. The annual expenditure is projected to be $1,139 ,600 and will include funds for child care providers for approximately 892 clients and 1427 children, and 77 development slots. From GAIN funding, the county will provide the automated equipment and on-line charges to enable contractor to communicate with the SSD' s GAIN computer system. BACKGROUND: This RFP will be the result of the board' s recommendation that a system be developed whereby child care providers be paid directly. If Social Service were to pay providers directly, this would establish an employer-employee relation- ship which could be subject to lawsuit in the event of injury to a child.
