III. REASONS FOR RECOMMENDATION/BACKGROUND:
The project is needed to alleviate traffic congestion and to
provide for the safe movement of vehicles.
The project has been determined to be in compliance with the
General Plan. A negative declaration of environmental
significance pertaining to this project was published with no
protest, and the Board has considered the negative declaration
together with all comments received during the public review
process.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Delay in approving the project under the California Environmental
Quality Act will result in a delay of the project and may
jeopardize funding.
