COMMISSION MEMBERS AND STAFF
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
To award the following individuals certificates of appreciation
from Contra Costa County Board of Supervisors for their years of
services with the Hazardous Materials Commission.

BACKGROUND:
Hazardous Materials Commission was established by the Board of
Supervisors in 1985 to begin implementing the 56 recommendations
established by the Hazardous Waste Task Force. The commission has
successfully implemented several of the major priority areas
including establishing a waste minimization program in the Health
Services Department, initiating a household hazardous waste
recycling, collection and disposal program and an integrated data
management system.
The major accomplishment of the Hazardous Materials Commission is
the completion of the Hazardous Waste Management Plan. This plan
builds on the recommendations of the Hazardous Waste Task Force,
and is a product that involved several major opportunities for
public input and debate. It is a plan that Contra Costa and all
its cities can proudly endorse and support in future years . In
addition, the Commission is instituting an Environmental Crimes
Strike. Force; and developing research into. land-use
planning/environmental health protection criteria implemented in
the county. Many of these programs are on the cutting edge of
county initiatives to manage hazardous materials .

r The Hazardous Materials Commission and its predecessor the
Hazardous Waste Task Force, has been effective in its work due to
a high level of commitment by commission members and county staff .
The task force and commission have required leadership, vision, a
strong commitment to environmental protection, and a creative sense
of how this diverse and complex community can provide new
approaches to environmental health concerns. The commissioners and
their alternates, and county staff have successfully addressed many
challenges presented them.
The commission includes representatives from cities, industry,
labor, environmental organizations, and the public at large, and
therefore, is an ideal forum for building consensus on
environmental health concerns. This consensus has been repeatedly
achieved because of the dedication and commitment of commission
members and county staff .
Contra Costa County Board of Supervisors would like to take this
opportunity to offer deep appreciation to former commission members
and county staff who have worked so hard to make the Hazardous
Materials Commission a success in our community. We thank them for
their service, and commend them for their commitment to the
residents and business of Contra Costa County.
