Contra Costa County, Preliminary Injunction Scates v. RydinQsword, Preliminary Injunction The Board of Supervisors, having been advised of the Superior Court's Preliminary Injunction in Randolph v. Contra Costa County, No. C89- 04503, it is by the Board Ordered: 1 . County Counsel is directed to appeal from the Court's preliminary injunction, in consolidation with the appeal from the Court's preliminary injunction in Scates v. RydinQsword. 2 . County Counsel is directed to apply for a writ of prohibition (in consolidation with the writ concerning the Court's preliminary injunction in Scates v. RvdinQsword) , insofar as the Superior Court's order purports to extend the right to benefits under Welfare and Institutions Code section 17000 to persons who do not meet the County's standards for General Assistance eligibility. The consolidated writ proceeding shall include as a subject of the requested writ the Court's establishment of the Spring Shelter Plan and the Emergency Assistance Program as entitlements under Welfare and Institutions Code section 17000 . 3 . Notwithstanding that the County's appeal will stay the mandate of the Superior Court, the Social Service Director is directed to continue the Emergency Assistance Program and Special Needs for excess housing costs, household linen, restaurant meals, utility shut-offs, eye glasses, medical transportation, and hair cuts pending further order of the Court or of this Board.
