relocation of sewer facilities, San Ramon Bypass Phase
2 Project, Flood Control Zone 3B, Walnut Creek, Project

Justification
I. RECOMMENDATION
AUTHORIZE the alteration of Purchase Order No. P22676 issued to
the Central Contra Costa Sanitary District, approved by the Board
on September 9, 1986, to increase the payment limit to
$502, 142 .44.
II. FINANCIAL IMPACT
Purchase Order No. P22676 was issued in the amount of $460, 000.
The recommended alteration will increase the payment limit by
$42 , 142 . 44 . The sewer relocation costs are 100 percent
reimburseable from the California Department of Water Resources.
III. REASONS FOR RECOMMENDATION/BACKGROUND
The purchase order alteration provides for costs in excess of the
original estimate for the relocation, temporary relocation and
maintenance and reconstruction of sanitary sewer facilities
crossing the San Ramon Bypass Phase 2 project area. These
relocations were necessary to clear the right of way for the U.
S. Army Corps of Engineers channel project.

IV. CONSEQUENCES OF NEGATIVE ACTION
The Board authorized the execution of an agreement with the
Central Contra Costa Sanitary District on September 10, 1985
which obligates the Flood Control District to pay all sewer
relocation costs associated with the San Ramon Bypass project.
The District will be unable to fulfill the terms of the agreement
without the recommended alteration to increase funds.
