REASONS FOR RECOMMENDATION/BACKGROUND In 1974 the Board of Supervisors created the USTAC which consists of the City Engineers or Public Works Directors from all eighteen cities, all five transit operators in the County and the Public Works Director. The committee' s charge is to advise the Board on matters regarding the Federal Aid Urban (FAU) program including establishing evaluation criteria and project priority recommendations. In June 1989 , the State of California has opted to be included in a five state demonstration program. The program combines all federal aid to local agencies into a single funding package, thus allowing some flexibility in allocating the Federal resources. As part of the program, the State of California requests that the Board rename the USTAC as CRPTAC.
