THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
ADOPTED this Order on December 21 , 1989 by the following vote:

Plan Amendment )
The Board of Supervisors of Contra Costa County RESOLVES THAT:
WHEREAS, a verbal presentation by the Community Development Department
on December 12 , 1989 transmitted the East County Regional Planning
Commission' s proposed amendment to the County General Plan in the Oakley
area. The Board of supervisors considered the Commission' s proposal and
made the following changes to that proposal :
WHEREAS, the Board of supervisors modified Land Use Modification 1 . to
extend the 3 . 0 - 4 . 9 DU/acre use across Doyle Lane to Marsh Creek and
stated that Doyle Lane should be cul-de-saced with strong implementation of
buffering adjacent to the existing one-acre lots on Doyle Road.
Land Use Modifications
1 . Doyle Road - Douglas Road area: from residential, one acre
minimum, to residential 3 . 0 - 4 .9 DU/net acre . Doyle Road
shall be cul-de-saced with strong implementation of buffer-
ing adjacent to the existing one-acre lots on Doyle Road.
Higher densities would be considered closer to the 5 - 7 .3
DU/acre lots to the north and west .
2 . State Highway 4 area from Bolton Road to Brownstone Road:
from residential 5 . 0 - 7 . 3 DU/net acre to commercial .
3 . Area on the west side of O'Hara Avenue, south of Carpenter
Road: from residential 3 . 0 - 4 . 9 DU/net acre to residential
1 . 0 - 2 . 9 DU/net acre .
4 . Area on the west side of O'Hara Avenue, approx. 600 south of
Laurel Road: from residential 3 . 0 - 4 . 9 DU/net acre to .
residential 5 . 0 - 7 . 3 DU/net acre .
5 . Area east of SPRR tracks and south of Laurel Road: from
residential 1 . 0 -2 . 9 DU/net to mixed use.
6 . Area north of Laurel Road, south of the Contra Costa Canal
and west of Empire Avenue: from residential 3 . 0 - 4 .9
DU/net acre to 5 . 0 - 7 . 3 DU/net acre.
7 . Area at the southwest corner of State Highway 4 at Laurel
Road: from office to residential 5 . 0 - 7 . 3 DU/net acre.
8 . Northwest corner of Laurel Road and State Highway 4 : from
office to residential 1 acre minimum.
9 . Area east of the Contra Costa Canal and north of Cypress
Road: from residential 5 . 0 - 7 . 3 DU/net acre to residential
7 . 4 - 11 . 9 DU/net acre.

10. Southwest corner of Cypress Road and O'Hara Avenue: from
office to residential 5. 0 - 7 . 3 DU/net acre.
11 . Area north of State Highway 4 near Gardenia Way: from mixed
use to residential 5. 0 - 7 . 3 DU/net acre.
12 . Area on the east side of State Highway 4 north of the Carol
Lane area: from mixed use to commercial.
13 . Area on the north side of Oakley Road approx. 1500 feet west
of Empire Avenue: from light industry to residential 5. 0 -
7. 3 DU/net acre.
14. Area on the west side of Neroly Road approx. 400 feet south
of State Highway 4: from mixed use to commercial.
Spheres of Influence
The proposed land uses within the spheres of influence of the
City of Antioch and the City of Brentwood shall be as shown on
the Land Use Element Map in the Oakley/North Brentwood Area
General Plan.
The County will closely communicate with the cities on all
development and land use applications, or projects, within the
Sphere of Influence of those cities, to determne their
compatibility with the cities' general plan and compatibility
with the cities ' infrastructure and service plans for the area.
WHEREAS, on December 11, 1989 the East County Regional Planning
Commission recommended to certify as adequate with modifications the
Oakley/North Brentwood Area General Plan Final Environmental Impact Report
and recommended approval with modifications of the Oakley/North Brentwood
Area General Plan; and
WHEREAS, on December 12, 1989, the Board held a hearing on said
amendment. Notice of said hearing was duly given in a matter as required
by law. The Board, at the hearing, called for testimony of all persons
interested in this matter and numerous persons spoke in favor and in
opposition to the amendment and to specifics of the amendment map and text.
At the conclusion of the testimony, the Board closed the public hearing and
directed staff to prepare findings and a revised Oakley/North Brentwood
Area General Plan for their consideration; and
WHEREAS, the Board scheduled December 22 , 1989 for a decision on this
matter and on December 19, 1989 rescheduled that hearing to December 21 ,
1989 at 4: 00 p.m. The Community Development Department provided a courtesy
notice to those that testified before the Board on this matter that the
Board was scheduled to vote on December 21, 1989 ;
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors hereby
CERTIFIES the Final Environmental Impact Report for the Oakley/North
Brentwood Area General Plan and the Oakley Redevelopment Plan and APPROVES
the Oakley/North Brentwood Area General Plan Amendment.
BE IT FURTHER RESOLVED that the Board hereby DIRECTS the Community
Development Department to file with the County Clerk a Notice of
Determination for these projects.
