THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA

RESOLUTION NO. 89/805
SUBJECT: Approval of a DDA between the Redevelopment Agency and
Glenfed/Desco/Pleasant Hill, a California General,
Partnership, Pleasant Hill BART Station Area
Redevelopment Project..
.It is the intent of the Redevelopment Agency to . enter into a.
Disposition and Development Agreement . (DDA) with Glenfed/Desco/
Pleasant Hill, a California General Partnership, as the
designated developer of Specific Plan Development Area 4 in the .
.Pleasant Hill BART Station Area Redevelopment Project. The
purpose of the DDA is to provide for:
1. Assistance by the Redevelopment Agency in the assemblage . of
the development site by providing for Agency acquisition of
properties by negotiated purchase or eminent domain
procedures.
2. The conveyance of properties purchased by the Agency to the
developer.
3 . The orderly relocation of all occupants as legally
required.
4. The orderly development of Area 4 in accordance with- the
Redevelopment Plan.
The DDA has been made available for public inspection; and the
Agency and Board of Supervisors have held a duly noticed public
hearing to consider the DDA.
The Board of Supervisors and the Redevelopment Agency finds that
the DDA is in the best interest of the County and the Agency,
and is necessary for implementation of.: the Pleasant Hill BART
Station Area Redevelopment Plan.
Therefore, the Board of Supervisors RESOLVES:
1. That certain Disposition and Development Agreement between
the Agency and Glenfed/Desco Pleasant Hill, a California
General Partnership, on file with the Clerk of the Board of
Supervisors affecting Specific Plan Development Area 4 in
the Pleasant Hill BART Station. Area Development Project, is
hereby approved in substantially the form presented.

2. The Executive Director or his designee is authorized to
make such minor revisions in the DDA as he may deem
necessary and to execute the DDA in substantially the form
as before the Agency and the Board this day, and such other
documents as may be reasonably necessary to carry out. its
terms and provisions.

SUBJECT: Approval of a DDA between the Redevelopment Agency and
Glenfed/Delco/ Pleasant Hill, a California General
Partnership, Pleasant Hill BART Station Area Rede-
velopment Project Area.
It is the intent of the Redevelopment Agency to enter into a

SUBJECT: Joint Hearing on Disposition and Development
Agreement Between the Contra Costa Redevelopment
Agency and Glenfed/Desco/Pleasant Hill, a
California General Partnership in the Pleasant Hill
BART Station Area.
On December 19, 1989, the Contra Costa County Board of
Supervisors and Redevelopment Agency of Contra Costa County
held a joint hearing to consider a Disposition and
Development (DDA) between the Contra Costa County Redevelop-
ment Agency and Glenfed/Desco/Pleasant Hill, a California
General Partnership providing for the development of two
ten-story office/ commercial buildings totaling 375,000 gross
square feet of development of a 211 unit rental housing
project in the Pleasant Hill BART Redevelopment Project Area.
Jim Kennedy, Redevelopment Director, .presented the staff
recommendation for approval of the Disposition and Develop-
ment Agreement as before the Board. He also commented on the
purpose of the Disposition and Development Agreement.
The public hearing was opened and'-the following people
appeared to speak:
Curt Blomstrand, 3687 Mt. Diablo Blvd. Ste 100, Lafayette,
representing Glenfed/Desco/Pleasant Hill.
Julius C. Deubner, 72 El Gavilan Orinda, commented on
issues including appraisals.
Robert Jensen, 3123 Wayside Lane, Walnut Creek, spoke
in opposition to the plan on issues including density, parking
and road abandonment.
Ken Fishbach, 279 Front Street, Danville, attorney
representing Glenfed/Desco/Pleasant Hill.
Supervisor McPeak moved approval of the staff recommendation subject
to the changes necessary to reflect the date of Board action.
Therefore, IT IS BY THE BOARD OF SUPERVISORS AND
REDEVELOPMENT AGENCY OF CONTRA COSTA COUNTY ORDERED, that
Resolutions 89/805 and RA eq-17 approving a Disposition
and Development Agreement between the Redevelopment Agency and
Glenfed/Desco/Pleasant Hill, A California .General Partner-
ship, are ADOPTED.
