SUBJECT: DEVELOPMENT OF A CITIZENS AND YOUTH CONSERVATION CORPS
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMICENIDATIONS
1. Acknowledge receipt of the attached report from the County
Administrator' s Office on the status of plans for a Citizens
and Youth Conservation Corps.
2. Request the County Administrator - to continue meeting with
representatives from the City of Richmond, Richmond Unified
School District, Chevron USA and other appropriate public
and private agencies in the development of such a concept.
3 . Request the County Administrator' s Office to determine the
most appropriate manner in which the County can respond to
at least the following proposed components of a Citizens and
Youth Conservation Corps and determine possible funding
sources for such a program:
A. An Abandoned Vehicle Abatement Program.
B. Conservation Corps Activity/Youth Job Skills Training.
C. Continued interaction with public agencies and private
concerns (Richmond Unified School District, Richmond
Chamber of Commerce, Black Chamber of Commerce, Chevron
USA) which have a presence in the area.
D. Enhanced Street Sweeping Schedule and General Community
Cleanups.

4. Request the County Administrator to enter into discussions
with the East Bay Regional Park District, Richmond Unified
School District, City of Richmond and East Bay Conservation
Corps regarding the possibility of establishing a tree
planting project on the five acre parcel of property owned
by the City of Richmond which is adjacent to the Verde
School in the unincorporated area of the County to undertake
a tree planting project in the Wildcat-San Pablo Creek Flood
Control Project area, utilizing Measure AA bond funds to
purchase the trees, soliciting grant funds for the ongoing
maintenance of the trees. Such a project should be
coordinated with the Earth Day programs which are proposing
to plant trees along the Interstate 80 corridor.
5. Request the County Administrator to prepare a further report
on this subject and present it to the 1990 . Internal
Operations Committee by February 15, 1990 and for this
purpose refer this item to the 1990 Internal Operations
Committee.
6. Remove this item as a referral to our Committee.
BACKGROUND:
On June 27 , 1989 the Board of Supervisors directed the County
Administrator' s Office to develop the framework for a community
beautification and youth job skill enhancement project with the
option of contracting with the East Bay Conservation Corps for
this purpose.
On September 25, 1989 staff from the County Administrator' s
Office reported to our Committee on meetings which had been held
with representatives from the City of Richmond and Chevron USA.
From these meetings a consensus was reached on a plan of action
which would require a small design team to work together for the
purpose of developing project parameters to be presented to the
various agencies. This included the concept of having both
community beautification enhancement and youth job skills
training facets of the program.
On December 11, 1989 our Committee reviewed the attached report
with Mr. John Gregory from the County Administrator' s Office.
Our Committee is extremely pleased with the progress which has
been made in developing a program which can help to beautify West
County. We particularly want to emphasize the importance of
developing a program in conjunction with the Wildcat/San Pablo
Creek Flood Control Project, as is outlined above. We believe
that with the cooperation of the County, the City of Richmond,
the Richmond Unified School District, the East Bay Conservation
Corps, the East Bay Regional Park District and the major
employers in the area that we can jointly put together a highly
successful and innovative program.

Background
On June 27, 1989, the Board of Supervisors directed the County Administrator's
Office to develop the framework for a community beautification and youth job skill
enhancement project with the option of contracting with the East Bay Conservation
Corps.
On September 25, 1989, staff of the County Administrator's Office reported on
meetings with representatives from the City of Richmond and Chevron USA. From
these meetings a consensus was reached on a plan of action which would require a
small design team to work together for the purpose of developing project
parameters to be presented to the various agencies and concerns involved. This
included the concept of having both community beautification enhancement and youth
job skills training facets.
During these discussions, it has come to County staff's attention that the City of
Richmond had established a City Operational Management.Expert Team (COMET) aimed
at addressing issues similar to the County's including neighborhood.beautification
and enrichment, service provision and skills training.
On November 29, 1989 COMET members met with representatives of the County led by
the County Administrator's Office to discuss preliminary areas of cooperation
between the City and County in North Richmond. From that meeting, it was agreed
that it was desirable and possible to have a coordinated joint agency effort
within North Richmond. Components of that effort would include the following.
Project Components
♦ Abandoned Vehicle Abatement Program.
♦ Conservation Corps Activity/Youth Job Skills Training.
♦ Continued interaction with public agencies and private concerns (Richmond
School District, Chamber of Commerce, Chevron USA) having a presence in the
area.
♦ Enhanced Street Sweeping Schedule and General Community Cleanups.
♦ Beautiful and/or Landscaping Projects.
♦ Tree Planting and Maintenance Projects.
♦ Policing access roads to the landfill site.
♦ Development of recycling programs in area schools.
♦ Outreach programs to homeowners' associations, neighborhood coalitions, and
community action groups.
♦ Housing rehabilitation program for increased property values with emphasis on
tenant and landlord responsibilities.
♦ Long-term strategic planning for zoning and specific area plans for general
areas of North Richmond as well as the redevelopment project area.
Timelines
It was further agreed that the departments to be involved in each of these areas
would -develop a preliminary plan for the implementation of each one of these
components. Responses are expected by December 15 from the various City agencies.
Those proposals should include budget and staff time estimates based on this
fiscal year. The descriptions submitted will be circulated among City staff for
their review. At the next City/County meeting, the proposals will be fine-tuned
and coordinated as a team proposal. It is anticipated that a joint meeting of the
City and County staff assigned to work on this effort will occur in early January
1990. A projected timeline for the implementation of the initial phase of the
North Richmond effort will be set. Further discussion will need to occur
regarding a proposed community meeting to be held in early 1990. Identification
of the County staff who will work on these issues will occur in a meeting to be
held December 13. The project start date is tentatively set to coincide with the
first day of Spring 1990. Therefore, given the short timeframes, the County needs
to define and assign the County staff responsibilities for this project.

As part of the assignment responsibility in the meeting of representatives from
various County departments, project concepts will require discussion along with
staff interaction will to include the following possible assignment of .tasks.
This will be used to develop a response to the City and is critical if efforts are
to remain streamlined, focused and ultimately productive.

East Bay Conservation Corps
In addition to the meeting with the City of Richmond, the East Bay Conservation
Corps has been contacted about the possibility of establishing a North Richmond
branch. The East Bay Conservation Corps is very receptive to the idea and willing
to work with the County and/or City to develop a formal proposal. It has been
discussed and agreed that the County and East Bay Conservation Corps in
conjunction with the City will prepare a list of specific work tasks and/or
program opportunities including program participants' profiles, timeframes and
budget details for implementation of a East Bay Conservation Corps branch in North
Richmond. Therefore, to continue County efforts on this project, it is
recommended to the Committee the following.
Recommendations
1. Accept this report on efforts regarding Citizens and Youth Conservation Corps
and the suggested cooperative effort with the City of Richmond.
2. Direct the County Administrator to continue interaction efforts with the City
of Richmond and to engage Richmond Unified School District, Chevron USA and
other public and private concerns on this matter.
3. Direct the County Administrator's Office to determine appropriate County
response to project needs and identify potential funding sources.
4. Request that the County Administrator's Office make a further status report
to the Internal Operations Committee on this subject February 12, 1990.
