1. Request the Community Development Director to review SB 1322
(Chapter 1096, Statutes of 1989) and AB 1307 (Chapter 285 ,
Statutes of 1989) , both of which provide mechanisms to
encourage the use of recycled materials in new products,
outline ways in which Contra Costa County might take
advantage of this new legislation, particularly in areas
like North Richmond and the Oakley Redevelopment area,
discuss the feasibility of using industrial development
bonds with appropriate industries in the County and provide
a report on this subject to the 1990 Internal Operations
Committee by March 1, 1990 and for this purpose refer this
item to the 1990 Internal Operations Committee.
2. Request the Community Development Director to bring the
above legislation to the attention of the James River
Company and discuss with them the feasibility of utilizing
the legislation to make it economically attractive to locate
a plastics recycling plant in Contra Costa County and report
his findings to the 1990 Internal Operations Committee.
3 . Request the Community Development Director and Plastics
Recycling Task Force to provide a report to the 1990
Internal Operations Committee by March 1, 1990 on the status
of the pilot program being undertaken by McDonald' s
restaurants to separate foam food packaging from other waste
so that the foam can be recycled and on the status of
efforts to establish polystyrene separation programs in
school cafeterias.

4. Request the Community Development Director to work with
Proctor and Gamble to select a date in May 1990 for County
staff to visit Proctor and Gamble' s composting project in
St. Cloud, Minnesota, advise the Board Members. of the date
and invite their participation in a tour of the plant. If
possible, invite key members of the Plastics Recycling Task
Force to join the Board Members and staff on this tour.

BACKGROUND:
On November 7 , 1989 the Board received and referred to our
Committee a letter from Proctor and Gamble inviting the Board
Members and staff to tour Proctor and Gamble' s composting
facility in St. Cloud, Minnesota. On September 19, 1989 the
Board of Supervisors referred to the Plastics Recycling Task
Force the question of what the County could do to stimulate the
development and expansion of manufacturing plants that use waste
plastics and other secondary materials.
On December 11, 1989 our Committee considered the attached report
from our Resource Recovery Specialist and formulated the above
recommendations. We are very excited about the possibility of
using the two pieces of new legislation as a method of
stimulating additional plastics recycling in the County and the
use of recycled materials in the manufacturing of additional
products. The attached report includes a brief description of
these two pieces of legislation.
We are asking that Community Development staff review these two
pieces of legislation, consider areas of the County in which it
would be feasible to establish Development Zones, discuss the
legislation with industry representatives such as the James River
Company, Dow, Richmond Sanitary Service and return to the 1990
Internal Operations Committee with a report by March 1, 1990 .

SUBJECT: Actions to Stimulate Development and Expansion of Manufacturing
Plants That Use Waste Plastic and Other Secondary Materials
In the planning of any recycling program, markets are needed. One of the major
criticisms of government initiatives to increase recycling and reduce waste is
that these efforts are not matched by similar incentives to improve the markets
for the newly recovered recyclables. In order for the recycling process to be
complete, materials must not only be collected but also be reused in the
manufacture of new products.
In California the markets for waste plastic collected from post-consumer sources
are available, but generally poor and unreliable. With the exception of the PET
soft drink container, markets have not yet developed into viable businesses with
sufficient capacity to absorb all of the county's waste plastic.
In response to this need, the Plastics Recycling Task Force has formed a
subcommittee on market development, chaired by Sil Garaventa, Jr. of Concord
Disposal, and co-chaired by Susan Kattchee, Recycling Manager for the City of El
Cerrito. The committee has undertaken a number of tasks. They are exploring
(1) the current market for plastics and prices, (2) the future market for
plastics and prices, and are planning to issue a report on major processors of
plastics.
A second ad hoc subcommittee on polystyrene plastic has also been formed,
chaired by John Marshall of Dow Chemical. Three model polystyrene separation
programs are being planned.
1. Eight McDonald's restaurants located in central and west county are
considering a pilot program to separate foam food packaging from other
waste this spring. These represent half of the McDonald's in the County.
2. Dow Chemical has assigned a new staff person to the task of working with
student leaders, parent groups and school administrators to establish
polystyrene separation programs in school cafeterias. Model programs have
been in operation on the East Coast for many months. It is intended that
similar programs may be in operation- in schools in Contra Costa County by
the next school year.
3. The ad hoc polystyrene committee has also identified two businesses which
are willing to separate and recycle foam from other packaging materials at
Bishop Ranch. It is expected that collection of these packaging materials
will begin in early 1990.
Two members--of the Task Force, John Lafountain, President of Bay Polymer, and
Dick Gambel, representating James River Handi-Kup, announced on November 21,
1989, plans to form a joint venture to construct a polystyrene processing line
at the Bay Polymer plant in Fremont. This action will provide the only such
market opportunity for post-consumer polystyrene in the region.
Collection service for the separated materials is not yet confirmed.
Recent State Actions With Local Market Development Impact
Senate Bill 1322, signed on September 29, 1989, established a comprehensive set
of state programs designed to encourage market development for recycled
materials and create a California Recycling Markets Development Commission to
review and to promote such development.
The bill .also creates Recycling Market Development. Zones with regulatory and
fiscal incentives to attract private recycling investment. Zones will be
proposed by local agencies based on guidelines to be adopted by the California
Integrated Waste Management Board.
Assembly Bill 1307 was amended to authorize the issuance of industrial
development revenue bonds by industrial development authorities to encourage
private enterprise to acquire property which is suitable for manufacturing,
industrial parks, and energy development.
This bill now includes in those activities or uses processing or manufacturing
of recycled or reused products and materials by these facilities.
Recommendations
The Board of Supervisors may take several actions to stimulate development and
expansion of manufacturing plants that use wastse plastic and other secondary
materials in the County.
1. Streamline the development approval process.
2. Consider credits against development fees for eligible recycling
facilities.
3. Designate one or more Recycling Market Development Zones in the county.
4. Consider the use of industrial development revenue bonds for the purpose of
encouraging the assembling, fabricating, manufacturing, processing or
warehousing of products . manufactured with recycled materials. Bond
revenues may also be used for research and development activities relating
to new products with recycled content including professional, administra-
tive and scientific office and laboratory activities or uses.
