SUBJECT: Establishment of West Pittsburg Municipal Advisory Council
SPECIFIC REQUEST'(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
1. Adopt the attached resolution establishing a West Pittsburg Municipal
Advisory Council now so it can be directed to officially begin its work by
mid-January 1990 .
2 . Appoint the recently elected and sworn-into-office members of the West
Pittsburg Alliance to serve as the initial members of the West Pittsburg
Municipal Advisory Council until the November 1990 General Election and
direct the County Administrator to schedule these appointments for the Board
of Supervisors ' meeting of January 16 , 1990 .
BACKGROUND INFORMATION:
The composition of the initial West Pittsburg Municipal Advisory Council has the
advantage of having links with the other elected body in West Pittsburg, the
Governing• Board of the Ambrose Recreation and Park District since three of the
Board' s members currently serve on the West Pittsburg Alliance.
The West Pittsburg Municipal Advisory Council is being established to serve as a
central clearinghouse for community information and communication regarding
planning and traffic issues. Its primary focus will be to provide advice to the
Board of Supervisors, commission and County staff on planning and
transportation/traffic issues.

The West Pittsburg MAC will also provide a similar service on planning issues as
they relate- to the Riverview Fire District and the Delta Diablo Sanitation
District. Furthermore, the MAC will advise on other important community
projects such as the West Pittsburg Pride projects and community clean-up
projects.
The existing community organization conducting some of these important functions
is the West Pittsburg Alliance. Its members should be appointed to serve as the
MAC on an interim basis until elections are held. The Alliance will then
disband and be replaced by the Municipal Advisory Council.
Various existing committees will be combined and organized to report through the
Municipal Advisory Council as the main advisory committee for the West
Pittsburg area to the County. The existing Area of Benefit Traffic Advisory
Committee and the West Pittsburg Pride Committee will become subcommittees to
the Municipal Advisory Council and will report their recommendations through the
MAC. In the case of the existing Traffic Advisory Committee, the MAC will become
the official AOB committee appointed by the Board of Supervisors.
The expected annual budget will be $6 ,000 from the following sources: the
Ambrose Recreation and Park District, the Riverview Fire Protection District,
the Delta Diablo Sanitation District and the West Pittsburg Area of Benefit. No
County general funds will be used. The funds will be used mainly for secretarial
and clerical services to communicate the MAC' s recommendations on issues and
inform the public of meetings and decisions. The Ambrose Recreation and Park
District has also committed the use of its board rooms, offices and other
equipment to assist the MAC. This is a significant "in-kind" contribution.
It is recommended that the membership be elected and that an election be
scheduled for the November 1990 General Election. This will establish
credibility for this organization and to help establish community support and
public endorsement of its membership.
The budget for the election would be funded form those revenue sources where it
is appropriate and legally possible to use the funds for that purpose. These
costs are estimated at about $2,000 every other year. Community contributions
have been sought and will be available to cover election costs for the first two
elections. A' West Pittsburg Pride fund has been established for the purpose of
advancing the community image and assisting the MAC in that purpose. That fund
would be available to help with the election costs.
The terms of office for the elected members after the November 1990 election
will be staggered so as to create continuity. Three members will be elected to
serve a two-year term and four members will be elected to serve a four-year
term. This may be accomplished by a prior designation on the ballot or by the
members receiving the largest number of votes serving the longer terms.
Election expenses for Statements of Qualification must be paid by the
Candidates.

IT IS HEREBY RESOLVED by the Board that:
1. Creation of West Pittsburg Municipal Advisory Council
Pursuant to the authority granted by Section 31010 of
the California Government Code, the West Pittsburg
Municipal Advisory Council (WPMAC) is hereby created.
2. Membership
The Council shall consist of seven (7) members who shall
be residents of the West Pittsburg community, and who
shall be appointed by the Board of Supervisors.
3 . Term of Office
The Council members shall serve two ( 2) year terms
except that for the initial Council, the Board shall, by
lot, select three ( 3 ) members who shall serve one ( 1)
year terms and four (4) members who shall serve two ( 2)
year terms.
4. Council Duties and Powers
The Council shall advise the Board on:
a. Services which are or may be provided to the West
Pittsburg community by the County or other local
governmental agencies. Such services include, but
are not limited to, public health, safety, welfare,
public works and planning.
b. The feasibility of organizing the existing special
districts serving the West Pittsburg community in
order to more efficiently provide public services
such as, but not limited to, water, sewer, fire and
park and recreation.
The Council may:
a. Represent the West Pittsburg community before the
Local Agency Formation Commission on proposed
boundary changes affecting the community.
b. Represent the West Pittsburg community before the
County Planning Commission( s) and the Zoning
Administrator on land use and other planning
matters affecting the community. In this regard,
the Council shall cooperate with other planning
advisory bodies in the West Pittsburg County area
in order to avoid duplication and delay in the
planning process.
C. Provide input and reports to the Board, County
staff or any County hearing body on issues of
concern to the West Pittsburg community.
It is understood that the Board is the final decision
making authority with respect to issues concerning the

West Pittsburg community and that the Council shall serve solely
in an advisory capacity. Except as specified above, the Council
may not represent the West Pittsburg community to any State,
County, city, special district or school district, agency or
commission, or any other organization on any matter concerning the
community.
5. Compensation
The Council members shall serve without compensation of
any kind and the Board shall not provide funds for the
payment of Council meeting stipends or reimbursement of
Council members ' expenses.
6. Staff and Financial Support
The Board shall provide no ongoing professional or
clerical staff support to the Council or provide funds
to pay for any of the Council' s operating costs.
However, County staff will provide the Council with
information and reports on matters of interest to the
Council.
7 . Council Establishment Not Subject to Vote
The issue of establishment of the Council shall not be
an election item submitted to the voters of the West
Pittsburg community.
8. Council Operation
Within the parameters of this Resolution, the Council
may organize itself and operate as it determines but
shall hold regular meetings at least monthly at an
established time and place. The Council meetings shall
be conducted in accordance with the provisions of the
"Brown Act" (Government Code Sections 54950 ff. )
including the pre-meeting posting of meeting calendar
notices. In addition, the Council shall fully comply
with the Board of Supervisors ' policy concerning
conflict of interest and open meetings (Resolution No.
82/574 and the Political Reform Act (Government Code
Sections 81000 ff. ) as applicable.
PASSED on December 19, 1989 by unanimous vote of the
Board members present.
