SUBJECT: The Markham Arboretum
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
a) Accept the report on study of the various issues regarding the`

Arboretum Society in their present and future efforts for

State Department of Water Resources and the State Department
of Forestry and Fire Protection.
BACKGROUND/REASONS FOR RECOMMENDATIONS
In response to the October 17 , 1989 Board Order regarding the
Markham Arboretum in Concord, the Flood Control District, the
Community Development Department and the County' s Urban Forestation
(Tree) Task Force have studied the issues of preservation,
maintenance and improvements of the arboretum, in cooperation with
the Concord city staff and the Markham Arboretum Society (MAS) .
A report is presented below:
The Markham Arboretum is a part of the Nature Park along Galindo
Creek in Concord between Cowell Road and Treat Boulevard. The
arboretum was purchased by the City of Concord in 1966 and is
presently maintained at an expense of approximately $100,000 per
year by the City with the help of the MAS.
The city has recently adopted a Master Plan for the Nature Park
along with a Planting Plan for the arboretum.
The Galindo Creek restoration consultant has finalized a plan for
the creek bank restoration and stabilization. A part of th plan
has already been implemented by the City with the help o MAS.

Funding for the plan and improvement has been provided by the City
and a State Grant for creek restoration. There is a need for
additional funding but the planned Galindo Creek improvements do
not qualify for the participation of the County Flood Control
District.
The Community Development Department has established contact with
the City staff and the MAS. Karen Mahshi, Vice President of the
MAS, along with a member of the City staff, have been invited to
the County' s Urban Forestation (Tree) Task meetings. During the
November 14, 1989 meeting various measures to enhance the beauty of
the arboretum were discussed.
Karen Mahshi (MAS) and Klans Heyer (City staff) explained that the
basic problem of the arboretum was not the poor management or the
lack of cooperation from other public or private agencies but the
shortage of funding.
In appreciation of the best efforts of the City and the Markham
Arboretum Society in maintaining the arboretum with limited funds,
the Task Force recommended that the Board of Supervisors express
support to the City' s present and future efforts for qrants from
various sources including the State Department of Water Resources
and the Department of Forestry and Fire Protection.
