Approval of Novation Contract #24-3.12-8 with Asian Community
Mental Health Services, Inc. for FY 1989-90 and FY 1990-91
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) 6: BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and authorize the Health Services Director or his designee
(Stuart McCullough) to execute, on behalf of the County, standard form
Novation Contract #24-312-8 with Asian Community Mental Health
Services, Inc. , upon approval of the Contract document by the County
Administrator or his designee, in the amount of $35,886 for the two-
year period from July 1, 1989 through June 30, 1991, for provision of
mental health program services for mentally disturbed Southeast Asian
refugees in West County. This document includes a six-month automatic
contract extension from June 30, 1991, through December 31, 1991, in
the amount of $8,972 . This Novation Contract is for a two-year term
in accordance with the policy of the Board of Supervisors established
June 27, 1989 for Contracts with Nonprofit Agencies:
II. FINANCIAL IMPACT:
This Contract is funded in the Health Services Department Budget for
Fiscal Year 1989-90 (Org. #5972) by approximately 82% State Short-Doyle
Mental Health funds and 18% County funds, estimated as follows.
$14,740 State Funds
3 ,203 County Funds
$17,943 FY 1989-90 Payment Limit
17 ,943 FY 1990-91 Payment Limit
$35,886 TOTAL Contract Payment Limit
The fiscal year payment limits set forth above do not include any cost-
of-living increases for Fiscal Year 1989-90 or Fiscal Year 1990-91.
In the event that the Board of Supervisors authorizes a cost-of-living
adjustment expressly for this Contract before December 31, the fiscal
year payment limits and total contract payment limit may be modified
by a written Administrative Amendment executed by the Contractor and
the County Administrator, or his designee, to reflect any such cost-
of-living increase, except that this provision shall not be construed
to� require agreement to any such increase.

Futhermore, the contract document includes a provision which terminates
the Contract without notice for the 1990-91 fiscal year if the State
or Federal funding for this contract ceases and which makes the
contract valid and enforceable only if sufficient funds are made
available, by the State Budget Act for Fiscal Year 1990-91 for the
purposes of this contract program.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
This Contractor (a non-profit corporation based in Oakland, California)
has been providing these mental health program support services for the
County continuously since May 25, 1984 . The Contractor provides
trained mental health workers to provide bilingual/bicultural inter-
pretation and language translation services, non-therapeutic counsel-
ing, and information, referral, and advocacy services for Southeast
Asian refugees in order to assist the County's mental health staff in
providing mental health services to this client population at the
County's Mental Health Clinic in the Richmond Health Center (38th
Street) . These mental health program services continue to be a vital
and important part of the County's continuum of care for County
residents with problems of emotional and mental illness, including
mental health information, consultation, education and outpatient
counseling services for Southeast Asian refugees residing in West
County.
This Contractor has been providing these program services under an
automatic extension of FY 1988-89 Contract #24-312-7, which was
executed by the County Purchasing Agent in December 1988.
The recommended Novation Contract replaces the six-month automatic
extension under the prior contract.
