Spooner , Contracts Administrator Costa DATE: December 7, 1989 County SUBJECT: Approval for Renewal of Two Alcohol/Drug Abuse/Mental Health Program Novation Contracts for FY 1989-90 and FY 1990-91 with Center for Human Development , Inc . SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Health Services Director or his designee , ( Stuart McCullough) to execute on behalf of the County, two standard form Novation Contracts with Center for Human Development , Inc . , upon approval of each contract document by the County Administrator , or his designee , for the continued provision of the same FY 1988-89 program services for a two-year period from July 1 , 1989 through June 30 , 1991 , as follows : SIX-MONTH TOTAL EXTENSION FY 89-90 FY 90-91 PAYMENT PAYMENT CONTRACT PAYMENT_ PAYMENT LIMIT LIMIT NUMBER PROGRAM LIMIT LIMIT 7/89-6/91 7/91-12/91 24-259-17 N.E.A. T. $285 , 788 $285 , 788 $571 , 576 $142 , 894 Family 24-711-25 Prevention $169, 963 $169 , 963 $339, 926 $ 84 , 981 Services These contracts include a standard provision for a six-month automatic contract extension from June 30, 1991 through December 31 , 1991 as set forth above . These Novation Contracts are for a two-year term in accordance with the policy of the Board of Supervisors established June 27 , 1989 for Contracts with Nonprofit Agencies . II . FINANCIAL IMPACT : These contracts are funded in the Health Services Department Budget for Fiscal Year 1989-90 (Org. #5915, 45936 , #5942 , and 45952 ) and are financed by a combination of Federal , State , and County funds from the Alcohol Program, Drug Program, and Mental Health Program Budgets . The fiscal year payment limits set forth above do not include any cost-of-living increases for Fiscal Year 1989-90 or Fiscal Year 1990-91. FINANCIAL IMPACT: ( Concluded ) In the event that the Board of Supervisors authorizes a cost-of-living adjustment expressly for these contracts before December 31 , the fiscal year payment limits and total contract payment limit for each contract may be modified by a written Administrative Amendment executed by each contrac- tor and the County Administrator , or his designee , to reflect any such cost-of-living increase , except that this provision shall not be construed to require agreement to any such increase . Furthermore , the contract documents include a provision which terminates each contract without notice for the 1990-91 fiscal year if the Federal , State or other non-County funding for each contract ceases and which makes each contract valid and enforceable only if sufficient funds are made available by the State Budget Act for Fiscal Year 1990-91 for the purposes of each contract program. III . REASONS FOR RECOMMENDATIONS/BACKGROUND: This contractor has been providing these alcohol , drug abuse , and mental health program services under an automatic extension of the FY 1988-89 contracts . The recommended Novation Contracts set forth above replace the six-month automatic extension under the prior contracts . This contractor has been operating these same contract programs for the County continuously for many years , as follows : A. NEAT Family Contract 424-259-17. This contract provides early intervention substance abuse and mental health outreach services for youth through the New Experiences in Affection and Trust (NEAT) Family Program. These contract services are a part of the County ' s continuum of care for youth with substance abuse and behaviorally related mental health problems . The program provides a support network for youthful drug and alcohol abusers to stop the use of drugs and alcohol and to improve mental health with NEAT Family operations throughout Contra Costa County. The program seeks to create an environment that promotes mental health and strengthens a drug- and alcohol-free lifestyle for young people . B. Prevention Services Contract #24-711-25. This contract provides alcohol and drug abuse preven- tion and community mental health outreach services . The contractor will continue to provide prevention services in elementary schools , supportive services to strengthen families , and community-based prevention services , par- ticularly in the poorest , highest-need areas of East and West County , and special peer-support services to mental health clients .
