SUBJECT: APPROVING LIST OF QUALIFIED ARCHITECTURAL FIRMS FOR FIRE STATION
NO 87, LELAND ROAD, PITTSBURG, FOR RIVERVIEW FIRE PROTECTION
DISTRICT (WPE 742)
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
I. RECOMWMED ACTION:
A. APPROVE the following firms as qualified to provide
architectural services for Fire Station No. 87 on Leland Road
in Pittsburg, listed in order of preference, as recommended by
the County selection committee: Dewell & Fry Architects,
Walnut Creek, first; John Friedman, Architect, Walnut Creek,
second; and Jerry Loving, Architect & Associates, Walnut
Creek, third.
B. AUTHORIZE the Director of General Services to ( 1 ) negotiate an
appropriate agreement with the firm listed first for
architectural services at a price which the Director
determines to be fair and reasonable to the County, and ( 2) if
a satisfactory agreement cannot be negotiated, to formally
terminate negotiations with the first firm and undertake
negotiations with the other firms, in the order of preference
determined by the selection committee, until an appropriate
agreement is reached.
II . FINANCIAL IMPACT
Authorizing negotiations will have no significant financial impact.
Any agreement resulting from these negotiations will be submitted
to the Board for approval, and, if approved, will encumber funds
from a capital budget which will be established for the fire
stations. The budget will be established with funds from proposed
developer fees, from Special District Augmentation Funds, and land
donation from City of Pittsburg.
III . BACKGROUND
A. On December 1, 1989, the County architectural selection
committee interviewed eight firms as candidates to provide
architectural services for various projects, including Fire
Station No. 87 . The- firms were invited for interviews on the
basis of statements of qualifications and performance data on
file with the General Services Department and expressions of
interest submitted by the firms. Those interviewed included
one MBE and one WBE.

B. The selection committee included a Deputy County
Administrator; Assistant Director of General Services;
Supervising Architect, General Services Department; Assistant
Fire Chief from Riverview Fire District; and representatives
of two other departments.
C. The committee has determined the three most qualified firms
for the fire station project and has recommended that the
Director of General Services seek authorization to negotiate
an appropriate agreement for architectural services with the
candidate ranked first and, if negotiations fail, to negotiate
with the other firms in the order of preference established by
the committee.
D. All three architectural firms have agreed to make a good faith
effort to meet the County's MBE and WBE goals in selecting
their subconsultants.
E. The County must proceed with an agreement for architectural
services because it does not have sufficient staff to provide
the services.
IV. CONSEQUENCES OF NEGATIVE ACTION
If this recommendation is not approved, the County will risk delay
in a project which will be designed to provide adequate fire
protection in areas of the City of Pittsburg.
