SUBJECT: Approval of Novation Contract #24-515-1 with v ' Ily
Bay Area Addiction Research and Treatment, Inc.
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and authorize the Health Services Director or his designee
(Stuart McCullough) to execute on behalf of the County, Contract #24-
515-1 with Bay Area Addiction Research and Treatment, Inc. (BAART) ,
upon approval of the contract document by the County Administrator or
his designee, in the amount of $25, 699 for the period from July 1, 1989
through December 31, 1989 to provide AIDS/HIV education and pre- and
post-HIV testing counseling to methadone clients and their needle-
sharing and/or sexual partners. This contract includes an automatic
contract extension through June 30, 1990 with a six-month payment limit
of $25, 699. Continuation of this contract beyond December 31, 1989,
under the automatic extension, is subject to the County's receipt of
funding for this AIDS/HIV Counselor's Project from the State for the
period January 1, 1990 through June 30, 1990. Should the County fail
to receive such funding, this contract is terminated on December 31,
1989.
II. FINANCIAL IMPACT:
This contract is funded by federal funds (Center for Disease Control)
allocated by the State for AIDS/HIV Counselor Projects (Federal
Catalogue #13 . 118) . There is no requirement for local matching funds.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
On April 13, 1989, the County received an award letter from the State'
Department of Alcohol and Drug Programs advising that funding would be
available from April 1, 1989 through December 31, 1989 to provide
AIDS/HIV counselors to methadone clients and their needle-sharing
and/or sexual partners. Subsequently, Contract #24-515 with Bay Area
Addiction Research and Treatment, Inc. was approved by the County
Administrator and executed by the Purchasing Agent for the period from
May 16, 1989 through June 30, 1989, with an automatic contract
extension through December 31, 1989.
This contractor has been providing these services under the automatic
extension of Contract #24-515. Novation Contract #24-515-1 replaces
the six-month automatic extension under the prior contract.
