SUBJECT: Approval of Novation Contract #24-522-1 with Housing For Independent
People, Inc. to Start Residential Treatment Programs for Homeless
Mentally Disabled Adults
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and authorize the Health Services Director or his designee
(Stuart McCullough) to execute on behalf of the County, Contract #24-
522-1 with Housing for Independent People, Inc. , upon approval of the
contract document by the County Administrator, or his designee, in
the amount of $80, 000 for the one-year period from July 1, 1989
through June 30, 1990 for provision of services to start-up and
operate one, semi-supervised residential treatment program and one
long-term residential treatment program for Homeless Mentally
disabled individuals in Contra Costa County. This contract includes
a six-month automatic contract extension from June 30, 1991 through
December 31, 1991 in the amount of $40, 000.
This contract is for a one-year period because the details as to how
these .two programs will operate after the start-up phase are not
fully developed.
II. FINANCIAL IMPACT:
This Contract is funded in the Health Services Department Budget for
1989-90 (Org. #5942) by State Short-Doyle Mental Health Funds, State
Categorical Mental Health Homeless Funds, and matching County funding
estimated as follows:
$45, 000 State Short-Doyle Mental Health Allocation
27, 000 State Mental Health Homeless Allocation
8 , 000 Required Matching County Funds
$80,000 Total Contract Payment Limit

III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
This Contractor has been providing these start-up services under an
automatic extension of FY 1988-89 Contract #24-522 which was executed
by the County Purchasing Agent effective May 1, 1989. Novation
Contract #24-522-1 replaces the six-month automatic extension under
the prior contract. Contract #24-522-1 expands the Contractor's
responsibilities to include start-up and operation of a Long-Term
Residential Program. The Contractor began development of this Long-
Term Residential Program under Contract #24-470.
These contract services are a vital and important part of the
County's continuum of mental health services for seriously mentally
disabled adults. The severe need for residential alternatives for
adult clients of the Health Services Department is documented in the
Alcohol/Drug Abuse/Mental Health Division's Housing Plan. These
programs are being developed in order to provide much needed
alternatives to more expensive programs such as Merrithew Memorial
Hospital and Crestwood Hospitals, San Jose.
The Semi-Supervised Residential Treatment Program in the Pittsburg
area is expected to be fully operational by April 1990 and the start-
up activities for the Long-Term Residential Treatment Program in the
Concord area should be completed by June 30, 1990. The Semi-
Supervised Program will house from 12 to 16 individuals. The Long-
Term Residential Program will provide care and supervision in a
licensed residential care facility for six individuals. Without
these programs the potential residents will be forced to remain
homeless or to wander from one facility to another.
