December 5, 1989 County SUBJECT: National Cancer Institute - Breast and Cervical Cancer Prevention Proposal SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION: Authorize Dr. Wendel Brunner, Contra Costa Public Health Director, to apply to the National Cancer Institute as a Co-Principal Investigator along with Florence Stroud, R.N. , San Francisco Department of Public Health, and Len Syme, M.D. , University of California School of Public Health, for a grant to develop a breast and cervical cancer prevention program through the Bay Area Cancer Coalition (BACC) . Approve Dr. Brunner to direct the implementation of this project, along with Florence Stroud and Dr. Syme, through the California Public . Health Foundation, the fiscal intermediary for the Bay Area . Cancer .Coalition. II . FISCAL IMPACT: The Bay Area Cancer Coalition will be applying to the National Cancer Institute for approximately $300, 000 per year for five years to implement breast and cervical cancer detection and prevention programs in the Bay Area. Specific interventions will be targeted to San Francisco and Contra Costa counties, and funds will be included in the budget to share the experiences of the intervention with the other members of BACC. As the funds will be administered through the California Public Health Foundation, there will be no direct fiscal impact on the Contra Costa County Health Services Department budget. However, a portion of the NCI resources obtained through this grant will be directed towards cancer detection and prevention programs in Contra Costa County. III . REASONS FOR RECOMMENDATION/BACKGROUND: The Bay Area Cancer Coalition, formed in 1987 at the initiative of the Contra Costa County Board of Supervisors, is a consortium of Bay Area health departments, community-based cancer prevention projects, the State Health Services Department, the University of California School of Public Health and Medical School, the Stanford Health Promotion Resource Center, the Northern California Cancer Center, the Heart and Lung Associations, and the Cancer Society. The purpose of BACC is to identify cancer patterns and, trends on a regional basis in the Bay Area and develop regional interventions to prevent cancer or reduce cancer morbidity and mortality. The grant application we are submitting on behalf of BACC to the NCI will, if successful, begin to develop a track record for BACC with this major funding source that would have important long term implications . The Bay Area Cancer Coalition would be an ideal mechanism to facilitate the implementation of the prospective occupational and environmental cancer study being planned by the Contra Costa County Health Services Department. This proposed breast and cervical cancer project would help establish the credibility of BACC which would be required to be considered for any serious funding for a prospective epidemiological cancer study.
