Approve Master Grant Agreement #29-388 with the State Department
of Health Services for AIDS Program Funding for EY 1989-90
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I.. RECOMMENDED ACTION:
A. Approve and authorize William B. Walker, M.D. , County Health
Officer, to execute on behalf of the County, Master Grant
Agreement #29-388 (State #89-97469) with the State Department
of Health Services effective July 1, 1989 through June 30, 1990
in the amount of $558, 920 to fund the County's AIDS Program
during FY 1989-90.
B. Authorize William B. Walker, M.D. , County Health Officer, to
execute a Memorandum of Understanding for each component of the
County's AIDS Program upon receipt ,of each document from the.
State Department of Health Services, as follows:
1. Alternative Test Sites $138, 020
2. Block Grant Funding $123,700
3 . Education and Prevention $100, 000
4 . Pilot Care Projects $151, 200
5. Education and Counseling in
Sexually Transmitted Disease Clinics $ 46, 000
TOTAL FY 1989-90 Master Grant Agreement $558, 920
II. FINANCIAL IMPACT:
This agreement provides $558, 920 of State funding for the County's
AIDS Program during FY 1989-90. No County match is required.
III. .REASONS FOR RECOMMENDATIONS/BACKGROUND:
For previous fiscal years the Board has approved and executed
individual contract documents with the State Department of Health
Services for each component of the County's AIDS Program. The
Master Grant Agreement is a new procedure initiated by the State
to streamline the contracting process between the State and local
health jurisdictions for AIDS Program funding. Master Grant
Agreement #29-388 continues funding for the County's AIDS Program
through June 30, 1990 and must be approved by the Board.

County's FY 1989-90 AIDS Program

The Master Grant Agreement incorporates a Memorandum of Under-
standing (MOU) to define the services to be provided and the budget
for each service component of the AIDS Program. The MOUs are to
be negotiated by staff of the State Office of AIDS and County AIDS
Program representatives. The State only requires signature of the
MOUs by the State Office of AIDS Chief and the County Health
Officer. This will streamline and expedite the contracting
procedure for the AIDS Program as only formal amendments to the
Master Grant Agreement will require County Board of Supervisors
and State Department of Finance approval.
The Master Grant Agreement allows amendments to the MOUs to be
executed by the State Office of AIDS Chief and the County Health
Officer, including amendments which transfer funds allocated under
an individual MOU, which will not be fully expended, to another
individual MOU where the funding would be more appropriate. Any
MOU amendment which would require an increase or decrease in the
total Master Grant Agreement amount will require a formal document
approved by the State Department of Finance and the County Board
of Supervisors.
The Master Grant Agreement has been approved by County Counsel 's
Office.
Eight certified copies of the approved Board Order should be
returned to the Contracts and Grants Unit for submission to the
State Department of Health Services.
