SUBJ: REQUEST FOR RWl ASSIFICATION WITHOUT EXAMINATION JENNIFER UTT

Attached is a personnel request and classification questionnaire to reclassify
Ms. Jennifer Utt without examination from Office Manager to Assessor's Clerical
Staff Manager. Ms. Utt has become a highly value'd member of the Assessor's
administrative staff and more than meets the minimum qualifications for the
higher level position. Although she required some time on the job to get
accustomed to the many changes in her new job, she has quickly adapted to the
office environment and has already made many positive changes in some of the
office's policies and clerical procedures. She has made a successful transition
into the Assessor's Office and has for many months had full command of her
duties.
Background
The position of Assessor's Clerical Staff Manager was created in 1982 in
recognition of the span of control and responsibilities assumed by the incumbent
at that time, Laurel Knapp. When Ms. Knapp left the job, there was no one in
the department who met the minimum qualifications for the position. The position
was downgraded to Office Manager, and Ninfa Swift was appointed from the Office
Manager list. When Ms. Swift left in 1988, the department went to the Office
Manager list once again and appointed Jennifer Utt. Although Ms. Utt met the
minimum qualifications for Assessor's Clerical Staff Manager at that time, the
department opted to wait until she felt comfortable with her new duties before
seeking the upgrade.
Ms. Utt has demonstrated her exceptional ability in all aspects of her position
at the Assessor's Office. The department is pleased to recommend her for a
promotion to Assessor's Clerical Staff Manager.
Financial Impact
In anticipation of the Ms. Utt's upgrade, the Office Manager position was
budgeted at the Assessor's Clerical Staff Manager level for fiscal year 1989-
90. This can be verified through the Auditor's Budgets division. Therefore,
there is no fiscal impact associated with this request.
