To update the fees to reflect current construction costs, and to update the project list to reflect recent changes in . the circulation element of the Oakley General Plan. The Board recently adopted a new Oakley Area General Plan and certified its EIR. Traffic and traffic circulation was one of the major concerns discussed in the Oakley Area General Plan EIR. One concept that was repeated throughout the General Plan was the preservation of the "Old Town" Area in Oakley. Unfortunately, in order to widen Main Street to handle the traffic flow, many of the old buildings in the Old Town area would have to be razed. To preserve the Old Town area and provide for anticipated traffic flows, the EIR identified the implementation of a couplet as a mitigation measure. This was one of several changes to the circulation element of the new Oakley General Plan which is reflected in the revised Oakley Area of Benefit project list. , The ,Revised Development Program Report of the Oakley Area of Benefit is on file with the Public Works Director and the Clerk of the Board. IV. CONSEQUENCES OF NEGATIVE ACTION Failure to fix a hearing date will prevent the Oakley Area of Benefit from being revised. Development will continue to occur without updating the fees or the project list. As a result, there will not be an adequate funding mechanism in place to construct all of the needed roadwork.
