SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND
JUSTIFICATION
1. Recommended Action:
APPROVE the Prepayment of Fee and Grant of Credit Agreement
between Camray Development and Construction Co. , Inc. and the
Contra Costa County Flood Control and Water Conservation
District and AUTHORIZE Chairman of the Board to sign said
agreement on behalf of the District.
II. Financial Impact:
Camray Development and Construction Co. , Inc. agrees to
prepay $200, 000 of drainage fees to Drainage Area 30A in
exchange for drainage fee credits. District also agrees to
construct certain drainage improvements.
III. Reasons for RecommendationsfBackground:
The prepayment of drainage fees by Camray will enable
DISTRICT to construct certain drainage improvements in
Drainage Area 30A. This will allow Camray to meet collect
and convey requirements for upstream developments.
IV. Consequences of Negative Action:
Construction of necessary drainage facilities will be
delayed, thereby delaying drainage area development.

II. FINANCIAL IMPACT
Overhead efforts presently devoted to providing services to
Sanitation District No. 15 will be directed to other
projects. The overhead charges presently paid by Sanitation
District No. 15 will be paid for by the other projects and
there will be no net effect on County finances.
III. REASONS FOR RECOMMENDATIONZBACKGROUND
When Sanitation District No. 15 was formed in 1967 the
County began providing staff to the District with the
District paying for the staff time. The District built a
sewer collection system in 1978 and the County provided
operations and maintenance staff. In 1977 the District
entered into a Joint Exercise of Power Agreement with the
Oakley Sanitary District creating the Oakley Bethel Island
Wastewater Management Authority (OBI) . The Authority
entered into an agreement with the County for staff
services. The Authority built a sewage treatment and
disposal facility north of Oakley to service Sanitation
District No. 15 and the Oakley Sanitary District, and built
a force main from Bethel Island to the sewage treatment
plant.
The County staff of five water quality control operators and
a civil engineer operated the treatment plant, the
Sanitation District No. 15 sewage collection system, three
water systems, in District No. 15, the Sanitation District
No. 5 (Port Costa) sewage collection and treatment system,
and provided all management and engineering to the three
agencies.
The Oakley Bethel Island Wastewater Management Authority
decided that it would be more efficient to contract with
Oakley Sanitary District for staff services. This change
reduced the County's staff requirement to less than two
water quality control operators and about forty percent of
an engineer's time. Oakley Sanitary District and Delta
Diablo Sanitation District made proposals to provide staff
to Sanitation District No. 15. District No. 15's Citizen
Advisory Committee reviewed both proposals and recommended
that the proposal from Oakley Sanitary District be accepted.
The recommendation was based upon a lower hourly charge for
personnel and the close relationship of the District No. 15
system and the Oakley Bethel Island treatment plant. Staff
concurs with their recommendation.
Oakley Sanitary District has offered jobs to the County's
water quality control operators at their existing salary and
comparable benefits. The engineer can be assigned other
duties. Sanitation District No. 5 can be operated by a part
time employee with a minor amount of engineering support
from existing Contra Costa County Public Works Department
staff.
V. CONSEQUENCES OF NEGATIVE ACTION
The County would have to .keep a crew to provide services to
District No. 15, have District No. 15 hire their own crew,
or find another means of maintaining the Districts
facilities.
