SUBJECT: Commuter Bike Trail in the Abandoned Southern Pacific Railroad
Right-of-Way from Rudgear Road in Walnut Creek . to Monument Boulevard
in Concord
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Approve and authorize the Executive Director or his Designee to
execute the Cooperative Agreement between the Redevelopment Agency,
the County, the State of California ( "CALTRANS" ) , the City of
Walnut Creek, and East Bay Regional Park District ( "EBRPD" ) to
provide for construction of a Commuter Bike Trail in the abandoned
Southern Pacific Right-of-Way from Rudgear Road to Monument
Boulevard.
FISCAL IMPACT
Cost to the Agency at the time of construction of its portion of
the Trail is estimated to be $90 , 000, which is projected to be
needed sometime in 1991. If Agency funds are not available at the
appropriate time the City of Walnut Creek will advance funds and
allow the Agency to reimburse at a later . date - pursuant to a
reimbursement agreement.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The Pleasant Hill BART. Station Area Redevelopment Plan, adopted in
1984, called for the construction of regional transportation
improvements in the abandoned Southern Pacific Right-of-Way. In
May 1988 , the Board of Supervisors and Redevelopment Agency by
resolutions, stated their intent to enter into a Cooperative
Agreement. In February., 1989 the Board of Supervisors adopted a

Negative Declaration of Environmental Impact for the Bancroft Road
Extension and the Commuter Bike Trail. As part of the construction
mitigation for the I-680/SR 24 interchange modifications, $694, 000
in federal funds is available to construct a commuter bike trail on
the abandoned Southern Pacific Right-of-Way. The trail will become
part of the Iron Horse Trail.
The total cost of the trail, from Rudgear Road north to Monument
Boulevard is estimated at $940, 000. The local share will be funded
by the City of Walnut Creek and the Contra Costa County
Redevelopment Agency. The Agency' s share would be for the segment
north of the Contra Costa Canal to Monument Boulevard.
The Cooperative Agreement provides for construction funding and
ultimate maintenance and operation by EBRPD. The Transportation
Committee reviewed the Cooperative Agreement on November 27, 1989.
Consequence of Negative Action:
Failure to execute the Cooperative Agreement may result in the loss
of $694,000 for construction.
