SUBJECT: ABANDONED VEHICLE AMNESTY PROGRAM
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECONIl MATIONS
Endorse the California Highway Patrol' s (CHP) Abandoned Vehicle
Amnesty Program planned for Saturday, January 20, 1990 at the
Fire Station at the. intersection of Willow Pass Road and Manor
Drive in West Pittsburg.
BACKGROUND:
On December 12, 1989 Captain Tindel, Commander of the Contra
Costa County Office of the California Highway Patrol, briefed the
Board of Supervisors on his plans to conduct an Abandoned Vehicle
Amnesty Program on January 20, 1990 in West Pittsburg. The
Program, which will focus on the West Pittsburg area but which
will be available to anyone, will consist of these elements:
1. Anyone who has a junked vehicle they wish to dispose of may
bring it to the Fire Station at Willow Pass Road and Manor
Drive with the paperwork (registration and ownership
certificate) and the CHP will process the paperwork and
dispose of the vehicle.
2. If someone has a junked vehicle but cannot get it to the
Fire Station, they may bring the paperwork to the Fire
Station, indicate where the vehicle is and the CHP will go
out and tow the vehicle and dispose of it.

3 . If someone knows of a vehicle that is on private property
where the property owner wants to get rid of the vehicle
they can provide the CHP with the address where the vehicle
is located, any information they have available on the
identity of the property owner and description of the
vehicle or vehicles and the CHP will obtain the property
owner' s permission to tow the vehicle off of the private
property and dispose of the vehicle.
This type of amnesty program has many advantages in that it gets
rid of the vehicle immediately without the need for lengthy due
process notification, holding periods, storage charges, etc. If
the program is successful it will be extended to other areas of
the County in the future.
Because of the Board' s interest in having an effective abandoned
vehicle program in place in this County, it is appropriate for
the Board to endorse this effort by the CHP.
