December 11, 1989 TSTA�bua - SUBJECT: APPROVE FORMATION OF INTERAGENCY CHILDREN'S SERVICES COORDINATION COUNCIL SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION Designate the current Youth Services Board as Contra Costa County's Interagency Children's Services Coordination Council. In addition, authorize the newly established Council to pursue development of a comprehensive and collaborative delivery system of services to children and youth. , In addition, delegate to the County Administrator development of a process and authority for selection of members to the Coordination Council. II. BACKGROUND SB 997 was enacted in October of 1989, to authorize counties to establish Interagency Children's Services Coordination Councils and provides for such councils to request waivers from the state and federal government when existing regulations hinder coordination of children's services. waivers would be requested when they would facilitate implementation of programs. Membership on the Council would be comprised of, but not limited to, the following members. (a) Persons responsible for management of the following county functions: . (1) alcohol and drug programs; (2) children's services; (3) housing and redevelopment; (4) mental health services; (5) probation; (6) public health services; (7) welfare or public social services.
