Justification
I. RECOMMENDATION
1. APPROVE the Cooperative Agreement between the County, the
State . of California, the Contra Costa County Redevelopment
Agency, the City of Walnut Creek, and the East Bay Regional
Park District to provide for construction of a commuter bike
path in the former Southern Pacific Railroad right of way
from Rudgear Road to Monument Boulevard.
2 . AUTHORIZE the Chair of the Board of Supervisors to execute
the Cooperative Agreement.
II. FINANCIAL IMPACT
None. Construction is funded through the State of California,
the City of Walnut Creek, and the Contra Costa County
Redevelopment Agency.

III. REASONS FOR RECOMMENDATION/BACKGROUND
As part of the construction mitigation for the I-680/SR24
interchange modifications , $694, 000 in federal funds are
available to construct a commuter bike path. The bike path is to
be located on the former Southern Pacific Railroad right of way
from Rudgear Road in Walnut Creek to Monument Boulevard in
Concord. This bike path will be part of the Iron Horse Trail.
The total estimated cost for the commuter bike path is
approximately $940, 000. The local share will be funded by the
City of Walnut Creek from City funds designated for that purpose
and from Contra Costa County Redevelopment Agency revenues.
The Cooperative Agreement provides for the construction funding. .
An existing maintenance agreement with the East Bay Regional Park
District will be amended to include this portion of the Iron
Horse Trail .
The Transportation Committee reviewed this Cooperative Agreement
on November 27, 1989 .
IV. CONSEQUENCES OF NEGATIVE ACTION
Failure to execute this Cooperative Agreement may result in the
loss of $694 , 000 for construction of the Iron Horse Trail from
Rudgear Road to Monument Boulevard.
