RECOMMENDATION Approve the Consulting Services Agreement with Parsons Brinckerhoff Quade and Douglas, Inc (PBQ&D) to complete the design of State Route 4 Willow Pass Grade Lowering Project and Authorize the Public Works Director to Execute the Agreement. II. FINANCIAL IMPACT There will be no impact to the County general fund. All funding for the design phase of the project will come from the Contra Costa Transportation Authority. The Authority has approved expenditures of up to $3 , 000, 000. The payment limit to PBQ&D is $2 , 550, 000. REASONS FOR RECOMMENDATIONZBACKGROUND In November 1988, the Contra Costa County voters approved Measure C, a one-half cent sales tax to fund various transportation improvements within the County. State Route 4 widening project from Willow Pass Road in Concord to at least Railroad Avenue in Pittsburg, and the BART rail extension from Concord to North Concord and eastern Contra Costa County are included in the Expenditure Plan approved by the voters. This agreement will hire and bind PBQ&D to perform the professional services to complete the design of the State Route 4 Willow Pass Grade Lowering Project from Willow Pass Road in Concord to Bailey Road in West Pittsburg. PBQ&D is one of fourteen consulting firms which showed interest in completing the project design. The interview panel consisted of representatives from Caltrans, Bay Area Rapid Transit District, Contra Costa Transportation Authority and the County. The fourteen firms were shortlisted to four firms based on their submittal of qualifications. The four shortlisted firms were then invited to an interview. The panel then selected PBQ&D as a result of their presentation. The County will administer the design contract for the project with Caltrans providing oversight. The project design (to Caltrans standards) is to be completed by December 1990. The project schedule calls for construction to be completed no later than fall of 1994 in order to meet BART's commitment to have the East County extension in operation by 1997 . It is anticipated that Caltrans will administer the construction of the project. IV. CONSEQUENCES OF NEGATIVE ACTION Should the Board not approve this agreement, the BART extension to East County by 1997 could by delayed.
