SUBJECT: Approve a Consulting Services Agreement with West Engineers &Associates,
Inc. to evaluate the feasibility of, develop, and implement a customized
Project Control System (PCS) for the Public Works Department. Project

Specific Request(s) or Recommendation(s) & Background & Justification
I. RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Public Works Director to execute the Consulting
Services Agreement with West Engineers & Associates, Inc. to evaluate the feasibility of,
develop, and implement a customized Project Control System (PCS) for the Public Works
Department, in the amount of $76,000.
II. FINANCIAL IMPACT:
The estimated contract cost of the project is $76,000, funded by Public Works
Administration.

III. REASONS FOR RECOMMENDATION/BACKGROUND:
The PCS will be used primarily to meet project delivery deadlines through the scheduling
and managing of improvement projects, from planning through construction. The PCS
may also be used to monitor and track other Department activities.
IV. CONSEQUENCES OF NEGATIVE ACTION
If the Consulting Services Agreement with West Engineers & Associates, Inc. is not
approved, the PCS will not be developed or implemented, resulting in continued difficulty
in meeting project delivery deadlines.
