SUBJECT: 1990/91 PEDESTRIAN AND BICYCLE PATH APPLICATIONS

Justification
I. RECOMMENDATION
Approve and Authorize the submittal of the following
Transportation Development Act (TDA) applications, Article 3 ,
Bike/Pedestrian.
1. A pedestrian/bike trail on Miranda Avenue from Granite Drive
to Miranda Place in Alamo ($129, 000) .
2 . A pedestrian/bike trail on Manor Road and Loma Linda Drive
from E1 Sobrante Elementary School to Crespi Junior High
School in E1 Sobrante ($110, 000) .
3 . A pedestrian bridge and sidewalk improvements on Cypress
Road from Rose Avenue to Oakley Middle School in Oakley
($69, 000) .
II. FINANCIAL IMPACT
TDA funding covers 100 percent of the estimated project costs.

III. REASONS FOR RECOMMENDATION/BACKGROUND
The TDA process allows for a project to be selected from the
East, West, and Central parts of the County. Each of these
projects will allow safer access for children attending schools
which are adjacent to - the proposed bike/pedestrian paths,
specifically: 1) Stone Valley Middle School in Alamo, 2) El
Sobrante Elementary School and Crespi Junior High School in E1
Sobrante, and 3) Oakley Middle School in Oakley.
The Miranda Avenue project has been supported unanimously by the
Alamo Road Improvement Committee.
The Transportation Committee reviewed and approved these three
TDA projects on November 27 , 1989.
IV. CONSEQUENCES OF NEGATIVE ACTION
Children traveling to and from school will have to continue to
travel on the existing streets which are unsafe for pedestrian/
bike traffic due to their narrow widths.
Failure to approve the Miranda Avenue project will eliminate a
potential funding source which will require the entire project to
be funded by the Alamo Area of Benefit.
A previous phase of the Manor Road project has already been
funded; therefore, failure to approve the project will eliminate
a potential funding source and delay implementation of the
County's General Plan as it relates to pathways.
