(Project No. 0357-6X4110) Specific Request(s) or Recommendation(s) & Background & Justification I. RECOMMENDATION Approve and Authorize the Chair to execute the Cooperative Agreement between the Contra Costa Transportation Authority and Contra Costa County for the Authority to fund the Design and Right of Way Engineering for the State Route 4 Willow Pass Grade Widening and Lowering Project. II. FINANCIAL IMPACT There will be no impact to the County general fund. All funding for the design phase of the project will come from the Authority. REASONS FOR RECOMMENDATION/BACKGROUND In November 1988, the Contra Costa County voters approved Measure C, a one-half cent sales tax to fund various transportation improvements within the County. State Route 4 widening project from Willow Pass Road in Concord to at least Railroad Avenue in Pittsburg, and the BART rail extension form Concord to North Concord and eastern Contra Costa County are included in the Expenditure Plan approved by the voters. This agreement will fund the design and right of way engineering, utility coordination and project administration for the widening and lowering of Willow Pass Grade between Willow Pass Road in Concord and Bailey Road in West Pittsburg. The County will administer the design contract of the project with Caltrans providing oversight. The project schedule calls for construction to complete no later than fall of 1994 in order to meet BART' s commitment to have the East County extension in operation by 1997 . IV. CONSEQUENCES OF NEGATIVE ACTION Should the Board not approve this agreement, the BART extension to East County by 1997 could be delayed. ''I
