Request the California Transportation Commission to continue project development work on state highway projects so that Caltrans can proceed with construction should the voters approve State Constitutional Amendment 1 (Gas Tax/Gann Limit) next June. 2 . Approve the request of the Port of Oakland to support the initiation of direct airline service between Oakland International Airport and the Netherlands by KLM Royal Dutch Airlines. 3 . Acknowledge the notification by MTC of the California Transportation Commission's requirement for the consideration of high-occupancy vehicle lanes as part of the I-680 widening project between Willow Pass Road and Marina Vista. FINANCIAL IMPACT: None. REASONS FOR RECOMMENDATIONS/BACKGROUND: 1. On September 19, Board referred to the Transportation Committee a letter from the Chairman of the California Transportation Commission (CTC) that notified the Board of delays in 1988 State Transportation Improvement Program because the state was running out of gas tax revenues. There is little the Board, or the CTC can do to avoid these delays without a significant increase in gas tax revenues. The projects most likely to be affected are the I- 680/SR 24 interchange reconstruction project and the operational improvements along I-80. The Transportation Committee recommends that the Board express their concern about these delays, our support for additional transportation revenues, and ask the assurance of the CTC that they will keep project development activities for I-680 and I-80 on schedule so that construction can occur as soon as additional TT/SLG:nov7.rpt Orig.Dept:CDD/TP CONTINUED ON ATTACHMENT: XX YES SIGNATURE: RECOMMENDATION OF COUNTY ADMINISTRATOR RECOMMENDATION OF BOARD COMMITTEE APPROVE OTHER SIGNATURES) Robert I. This position is described in the attached letter (see Exhibit A) . 2 . On October 10, the Board referred to the Transportation Committee a letter from the Director of Aviation for the Port of Oakland requesting our support for the initiation of direct flights between Oakland International Airport and the Netherlands by KLM Royal Dutch Airlines. Initiation of this service requires modification to the Administration's existing policy that limits international flights to traditional gateway cities such as San Francisco. The Transportation Committee recommends that the Board send letters in support of this service to the Secretary of Transportation and the Secretary of State (see Exhibits B and C) . 3 . On October 10, the Board referred to the Transportation Committee a letter from the Metropolitan Transportation Commission (MTC) notifying the Board of conditions imposed by the CTC on the I- 680 widening project between Willow Pass Road and Marina Vista which require Caltrans to consider using the fifth and six lanes as high occupancy vehicle (HOV) lanes. This condition is consistent with previous positions by the Board and MTC. The Transportation Committee directed the Director of Community Development to acknowledge the receipt of this notice from MTC (see Exhibit D) .
