TO: BOARD OF SUPERVISORS
FROM: Supervisor Tom Torlakson Contra
C`osta
DATE: November 7 , 1989 County
SUBJECT: RD-4 ASSESSMENT INCREASE TO ADDRESS MAINTENANCE AND
TRAFFIC CONTROLS NEEDS ON DUTCH SLOUGH ROAD, BETHEL ISLAND
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION: Direct the County Administrator's
Office to prepare as soon as possible a three-part mail ballot to
determine the willingness of the residents of Dutch Slough Road in
Bethel Island to:
( 1 ) pay for traffic control signs through RD-4 increased
assessments;
(2) pay for speed bumps from RD-4 increased assessments; and
( 3) expand the RD-4 district and assessments to include a
specific contract for police services that would include patrol for
vehicle code enforcement.
BACKGROUND INFORMATION: This action is a follow-up to two
community meetings I convened with the Dutch Slough Road residents,
representatives from County Counsel, the County Administrator's
Office, the Sheriff's Department, the Public Works Department, and the
Fire Department regarding maintenance needs and traffic enforcement
concerns on Dutch Slough Road in Bethel Island. After a very thorough
and informative discussion of options available, it was determined the
next approach would be to prepare a mail ballot to determine the
willingness of the residents to increase assessments to the RD-4
District to fund traffic controls and police services for the area.
