SPECIFIC REQUEST(S)OR RECOMMENDATIONS)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Accept report from the County Administrator and the Social Service
Department Director examining Los Angeles County' s Welfare Fraud Bounty
Program, as requested by the Board of Supervisors and direct the County
Administrator and Social Service Director to re-examine said program in
March 1990 when the pilot period is complete.

BACKGROUND:
During 1989-1990 Budget Hearings, the Board of Supervisors directed
the County Administrator' s Office to examine Los Angeles County' s
Welfare Fraud Bounty Program and assess the feasibility of instituting
a similar program in Contra Costa County. Los Angeles County
established its program in March 1988 as a two-year pilot program,
with $30,000 in county funds. No Federal or State monies are
available to fund this program.
People who inform the county about possible welfare fraud receive $100
for every "tip" that results in prosecution or collection. The county
receives between 1300 to 1400 calls each month. The county has not
calculated the possible savings that have resulted from this program,
and will not do so until the pilot period is complete (February 1990) .
Instituting a Welfare Fraud Bounty Program in Contra Costa County is not
recommended at this time. First, this program, which would require
additional personnel and equipment, would be funded by County monies alone.
But the County' s share of any savings realized would be very small in
proportion to the County' s share of assistance funds, which is
approximately five percent for the Aid to Families with Dependent Children

Detection Program and receives information through the State ' s toll-free
Fraud Alert hot line.
However, if Los Angeles determines that significant savings have been
generated by this program, it may be worthwhile to establish a Welfare
Fraud Bounty Program in Contra Costa County. Therefore, it is further
recommended that the County Administrator and the Social Service Director
re-examine Los Angeles County' s program after its pilot period has been
completed in March 1990.
