RECOMMENDATION APPROVE an increase to the Consulting Services Agreement with Carroll-Resources Engineering Management (C-REM) for additional services needed to complete the alternative analysis and environmental document for the State Route 4 over Willow Pass Grade project, in an amount of $41, 817 . 00 for a new payment limit of $465, 284L00. II. FINANCIAL IMPACT No financial impact to Contra Costa County. An agreement between the County and the San Francisco Bay Area Rapid Transit District (BARTD) executed February 8, 1988 , provides that BARTD reimburse the County for all costs incurred for project development, in an amount not to exceed two million dollars ($2 , 000, 000. 00) . REASONS FOR RECOMMENDATION/BACKGROUND The original scope of work was based on alternative analysis using a 1041 foot median. Further analysis determined that an 88 foot median would be feasible. This new alternative is estimated to reduce the project construction cost by $5 million to $10 million. The cost for this additional engineering has been estimated at $26, 300. 00. Due to the closure of. Port Chicago Highway the east-west bike route will be eliminated and an alternate route needs to be explored. The Highway 4 Corridor provides one alternative route. The cost to study this route is estimated at $6, 300. 00 . The work on the Highway 4 environmental re-evaluation has required services that are in addition to the original scope of work. The additional work required is for hydraulic study, the Impacted Wetlands and the Initial Site Assessment to investigate hazardous wastes. This extra work has been estimated at $9, 217 . 00. This item was heard by the Transportation Committee. IV. CONSEQUENCES OF NEGATIVE ACTION Failure to approve the increase to the Consulting Services Agreement with C-REM will result in a delay in the project development including environmental clearance. This delay could ultimately ( result in the loss of state funds for project construction.
