Toll-Free Commutes for Carpools on Bridges SPECIFIC REQUEST(S) OR RECOMMENDATION S) a BACKGROUND AND JUSTIFICATION RECOMMENDATION Reaffirm the previous position of the Board of Supervisors to support daily toll-free commutes for carpools on bridges inthe Bay Area, particularly the Martinez-Benicia Bridge and the Carquinez Bridge. Further, actively promote this concept before the Metropolitan Transportation Commission (MTC) , the California Transportation Commission ( CTC) , and the Legislature as these bodies consider implemention of the voter-approved $1. 00 tolls for the bridges. BACKGROUND I have long advocated toll-free commutes on the bridges serving Contra Costa County as a major stratbgy to reduce traffic congestion on I80 and I680 due to Solano County commuters. The Board of Supervisors of both Contra Costa and Solano counties adopted a joint position on this matter last year, and I presented this position to a joint Senate- Assembly legislative committee last December. Further, we have communicated with CTC on this matter, and I have actively pursued this issue with a number of the CTC commissioners and staff . Now that the voters have approved Regional Measure 1 for the toll increases to a $1.00 and' the CTC staff is recommending toll-free commutes for carpools be considered in 'conjunction with the implementation of this measure, it is time to renew our efforts to promote this plan. There must be economic incentives to make carpooling and other TSM measures work. In the past, the CTC has been reluctant to pursue toll-free commutes for carpools because of the legal and logistical problem involved in securing approval from current bond holders. If the policy is implemented with a toll increase, then those concerns may be moot.
