SUBJECT: Housing Crisis Loan Fund Request for Funds
Supervisor Tom Powers advised that he had received the
attached letter dated November 8 , 1988 from Bea Reynolds, Housing
Crisis Loan Fund Manager, Office on Homelessness, c/o United Way of
the Bay Area, 1070 Concord Avenue, Suite 270, Concord 94520,
requesting an appropriation of $50,000 for the Housing Crisis Loan
Fund Program.
IT IS BY THE BOARD ORDERED that the attached letter is
REFERRED to the Community Homeless Action Resources Team (CHART) .

Dear Supervisor Powers :
We are encouraged by your recent action and board order
supporting and funding the Winter Relief Program of 88-89 .
While the County Homeless Management Team and members of CHART,
the Community Homeless Action Resources Team, unite to set the
emergency shelter plan in motion, a viable solution to the
prevention of homelessness also requires your consideration.
The Housing Crisis Loan Fund Program is designed as a revolving
loan fund. In the prevention of homelessness , the Housing Crisis
Loan Fund program provides payments for past due rent or other
amounts due under a lease or mortgage agreement . The program
also provides emergency housing loans to homeless people for
first and last month' s rent, and any other depositsi necessary to
take possession of the housing unit .
Funding received in fiscal ,year 1987-88 from both the public and
private sector totaled $186 , 581 . During that period, the Housing
Crisis Loan Fund effectively aided over 800 homeless Contra
Costans into permanent housing ( 74% of which are families with
children) . Unfortunately, however , the fund is now dry.
Other available funding which has been successfully leveraged by
the Housing Crisis Loan Fund for housing expenses , has been
expended and other than the Department of Social Services
programs there is no other funding available in the county. It is
these homeless Contra Costans who have met with a catastrophic
occurrence , can'.t pay the rent and don't. qualify for Department
of Social Services programs , who are falling through the cracks
and ending up in the streets . Contra Costa homeless need help
now - to stay in and/or take possession of permanent housing .
Without funds for eviction prevention and last month' s rent and
deposit , Contra Costa County recently homeless remain homeless .
SHELTER Inc. is a charitable, non-profit corporation, fiscal agent for the Task Force on Homelessness.

I respectfully urge you to appropriate 850 , 000 for the Housing
Crisis Loan Fund program so that homeless and/or near homeless
individuals and families might be placed in permanent housing .
These dollars would be quite timely as the winter season has
already set in.
