RECOPRUNDATION-
1 . Acknowledge receipt of this status report on the status of
the AIDS three-year response plan.
2 . Refer this matter to the 1989 Internal Operations Committee
for continuing oversight.
3 . Remove this matter as a referral to our Committee.
BACKGROUND:
On June 21 , 1988, the Board of Supervisors received our last
report on the status of the County' s three-year AIDS response
plan. On November 14, 1988, our Committee met with the Health
Services Director, Mark Finucane, and the Director of Public
Health, Dr. Wendel Brunner, to update ourselves on the status of
the AIDS epidemic in Contra Costa County, and to review the steps
that are being taken to keep the epidemic under control.
Attached is information supplied to our Committee by Mr. Finucane
and Dr. Brunner.
The major focus of attention continues to be on prevention
education since this appears to be the only way currently to slow
down the spread of AIDS. As of October 31, 1988, there have been
263 cases of AIDS reported to the Health Department. Of these,
159 individuals have died.
Major attention will be given in the future to educating
intravenous drug users and minority populations, since this
appears to be the most likely area in which the disease will
spread.
Mr. Finucane and Dr. Brunner are meeting regularly with their
counterparts from the nine Bay Area counties to coordinate
strategies and share information on the AIDS epidemic. In
addition, Mr. Finucane and Dr. William Walker are working closely
with the State Department of Health Services on the preparation
of a California AIDS Response Plan.

Currently, the AIDS prevention and education efforts are costing
about $1 ,000,000 a year in Contra Costa County. Of 'this total,
about $800,000 is federal and state money, with about $200,000 in
local funds being spent on prevention and education.
In addition, it is estimated that at least another $1,000,000 a
year is being spent currently on clinical programs, including
hospitalization at Merrithew Memorial Hospital and treatment of
AIDS victims in outpatient clinics. Some of this money is
reimbursed to the County through the Medi-Cal Program by the
state and federal governments.
The Health Services Department is preparing an
anti-discrimination ordinance which will be brought to the Board
of Supervisors for their consideration in the near future. In
addition, the Department will be requesting that the Board of
Supervisors add some permanent positions in the near future to
allow current AIDS staff who are temporary employees to be given
permanent merit system status in the County since it is clear
that the AIDS problem is not going to go away in the near future.
We are pleased with the progress that is being made by the Health
Services Department in educating at-risk groups of the types of
behavior which contribute to the likelihood that an individual
will contract AIDS. Only by continuing this education effort do
we stand any reasonable chance of controlling the spread of AIDS.
We would like to have next year' s Internal Operations Committee
continue to monitor this program and receive regular reports from
the Health Services Department.
