Request the Sheriff-Coroner and Director of Personnel to report to our Committee on December 12, 1988 on the extent of the problem with recruiting Dispatchers for the. Sheriff ' s Communications Center and the Delta Regional Communications Center and on their recommendations for what is required to solve the problem. 2 . Request the DRCC Operations Committee and the Sheriff-Coroner to provide our Committee on December 12, 1988 with the report the Board of Supervisors requested on August 16, 1988, as well as their comments on any other problems with the operation of the Joint Powers Authority for the DRCC which the Operations Committee or . the Sheriff-Coroner believe should be brought to the attention of the Board of Supervisors. 3 . Request the County Administrator to advise the other parties to the Joint Powers Authority which operates DRCC that our Committee will consider any and all operational problems with DRCC at our meeting on December 12, 1988 and inviting their presence and participation at the meeting in order to insure that the Board of Supervisors is aware of and prepared to address any problems with the Joint Powers Authority which may be interfering with the maximum operational efficiency of DRCC. 4 . Request the Sheriff-Coroner to be present at our' Committee' s meeting on December 12, 1988 to respond to the concerns which may be expressed by the DRCC Operations Committee, or by the other parties to the Joint Powers Authority in order to insure that DRCC is operating as effectively and as efficiently as possible. 5 . Request the Sheriff-Coroner to supply our Committee on December 12, 1988 with a report on the agencies which are now on-line with the DRCC computer, when each agency came on-line, and what problems there have been with getting agencies on-line and keeping them on-line with full computer capability since the DRCC was established. The DRCC Operations Committee was asked to prepare a report for our Committee covering specific points, and to forward it to our Committee on November 14, 1988 . At our meeting on November 14, 1988, Chief Herendeen and Sergeant Rich McEachin from the Antioch Police Department were present. They apologized that the requested report was not available because the Chairman of the DRCC Operations Committee, Captain Jay Glenn, was at the FBI Academy in Virginia. He indicated that the requested report would be available for review by our Committee at our next meeting, or at any other date convenient to our Committee. Chief Herendeen indicated that DRCC is five dispatchers below minimum strength, apparently because of recruiting problems the County is having with dispatchers. Chief Herendeen and Sgt. McEachin also indicated that the Joint Powers Authority is not working as effectively as it could because the non-County parties to the JPA do not feel that they have any very effective say in the operation of DRCC since the staff is all from the Sheriff' s Office and there is little the other parties to the JPA can do when an operational problem comes to their attention. Aside from the recruiting problem with dispatchers, Chief Herendeen and Sgt. McEachin indicated that DRCC had become so frustrated with the inability of the County to put aside money to replace capital equipment, such as a computer, that the JPA finally had to purchase their own computer. Our Committee is concerned with the possibility that computer purchases may not be compatible with other equipment the County has and that little seems to be being done to resolve this problem. We are also concerned about the recruitment problems which has caused DRCC to be seriously short of dispatchers, which could lead to life-threatening delays in getting help to individuals. We are also concerned that DRCC may not be being staffed up to the level which is required in order to respond to the growing needs of East County. As a result of these concerns, we have formulated the above recommendations which we hope the Board of Supervisors will join us in endorsing so that we can have a full and thorough discussion of all of the issues affecting the efficiency and effectiveness of DRCC. cc: County Administrator Sheriff-Coroner Personnel Director Director, General Services Dept.
