RESTRUCTURING OF THE PARATRANSIT
SUBJECT: COORDINATING COUNCIL
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECONIlUKNDATION
1 . Designate one seat each on the Paratransit Coordinating
Council for the cities of Antioch, Concord, E1 Cerrito,
Richmond, San Pablo, and the Joint Facilities Authority, and
one seat to alternate between the City of San Ramon and the
Town of Danville, and reduce the number of At-Large seats
from 14 to 7, as follows:
Antioch Seat - Elizabeth G. Prange
Danville/San Ramon - David Stegman
Concord - John Howard
El Cerrito Seat - Katie Lewi",s
Richmond Seat - Frank Baker

San Pablo Seat - Joseph Egger
JFA - Pat Sully
2. Appoint John Howard to replace Bill Brudney in the Concord
seat on the PCC (Mr. Brudney resigned August 16, 1988) .
3 . Appoint Pat Sully to the Joint Facilities Authority seat on
the Paratransit Coordinating Council.
4 . Remove this item as a referral to our Committee.
BACKGROUND:
On August 16, 1988, the Board of Supervisors referred to our
Committee a letter from Ron Serviss, staff to the Paratransit
Coordinating Council (PCC) and Executive Director of the West
Contra Costa Transit Authority, requesting that the Board of
Supervisors agree to designate seats on the PCC for those cities
and JFA which have traditionally been held for the cities that
are Transportation Development Act (TDA) providers. In this way,

when a vacancy occurs the city council need only designate a
replacement for appointment by the Board of Supervisors without
the need to advertise the vacancy and review applications.
Generally, the city staff person who has responsibility for
paratransit services has been nominated and appointed to the PCC.
With frequent changes in staff, this presents a substantial delay
in changing appointments to the PCC and the need for substantial
paperwork.
Our Committee was assured by Mr. Serviss that the cities that are
affected by this proposed change are in favor of it. We are,
therefore, making the above recommendations.
