State Funded Construction Projects
Specific Request(s) or Recommendations(s) & Background & Justification
RECOMMENDATION
1. ACCEPT report from County Administrator describing the status of Capitol
projects at Marsh Creek and Martinez Detention Facilities funded by State grants
administered by the California Board of Corrections.
2. ACCEPT the Board of Corrections incremental appropriation transfer,
AUTHORIZE the Director, Justice System Programs to award the related
construction contract amendment no. 1 to construct the 240 bed replacement
dormitory and ALLOCATE a portion of the funds for the proposed upgrading of
administrative and inmate. program space, which includes clinic and education
facilities.
3. AUTHORIZE the County Administrator or his designee to contract with The
Design Partnership to provide architectural services needed for the alteration
of M- and F-Modules at the Martinez Detention Facility (this negotiated contract
totals $71,000).
4. DIRECT the County Administrator to prepare the necessary agreements to
receive reimbursement from the State.
FINANCIAL IMPACT
The Board of Corrections has approved a grant totalling $5,261,697 for
construction at the Marsh Creek and Martinez Detention Facilities conditioned
on the County providing 259 matching funds to the State's 759 contribution. The
County has incrementally appropriated approximately $2,348,667 for this work in
current and three previous fiscal years, of which $1,753,900 will be used as
match for the state grant.
REASONS FOR RECOMMENDATION/BACKGROUND
We are please to report that the County is proceeding to upgrade its structures
and infrastructure at the Marsh Creek Detention Facility. Currently under
construction are two 120 bed dormitories. Two substandard dormitories totalling
60 beds were recently razed to provide a site for t s new buildings. After

completion and occupancy of these new buildings, additional substandard dorms
will be phased out. These two new dormitories are scheduled for occupancy next
January and February, respectively. In addition, County staff is developing an
architectural program to realign and upgrade facilities that will improve
operations and services for inmates. These changes will be the subject of a
later report after requirements are developed. The replacement wastewater
treatment facility project has been halted pending compliance with the
environmental review process (the status of this project was reported to the
Board on October 25, 1988). The 240 bed modular dormitory project was issued
for bid on May 18, 1988. Bids were opened on May 31 and the construction
contract was awarded on July 14. Proposition 52 funds were available at the
time of bid; however Proposition 2/16 funds would not be available to this
project until after the Board of Correctionstscheduledmeeting on July 28. In
order to accommodate the state's incremental funding, the project was bid in two
parts; the first to be immediately awarded and the second to be issued by
contract change order once the remaining funds became available. The design
portion of this design-build project is complete and has received approval from
the State Fire Marshal, Board of Corrections and County Building Inspection
Department. The underground utilities and grading changes are currently under
construction as is factory production of the modular building units.
As part of the earlier programming for the West County Justice Center project,
the Architect developed a program to modify the medical/mental health module at
the Martinez Detention Facility. This building alteration is needed in order to
accommodate the increasing patient population and related staff space -
requirements. Also, this alteration project will separate the inpatient ward
from the outpatient clinic which serves the entire inmate population. The
project's Design Development phase is complete. Approval of the Agreement for
Architectural Services with The Design Partnership will authorize the
Construction Documents, Bidding and Construction phases of their professional
services. Construction alterations to M- and F-Modules is scheduled for the
Spring 1989. The estimated construction cost is $406,000. This project was
approved by the Board of Corrections as part of the Proposition 52 grant. When
completed, this project will provide better inmate medical and mental health
services as well as provide a safer work environment for Sheriff's and Health
Service's staff.
