SUBJECT: Authorize Transfer of JTPA 8% Computer Equipment and Deletion from
County Auditor's Inventory List
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Authorize the Executive Director, Contra Costa County Private
Industry Council, to execute the transfer of Job Training
Partnership Act (JTPA) 8% computer equipment and to have such
equipment deleted from County's Auditor inventory list.
II. FINANCIAL IMPACT:
None. Funding Expenditure was 100 percent Federal funds.
III REASONS FOR RECOMMENDATION/BACKGROUND:
The California Department of Education (DOE) has advised that
the Job Training Partnership Act (JTPA) 8% computer equipment
held by the PIC office is to be released to the Acalanes Union
High School District.
Said equipment is currently identified with county tags. Upon
release of the equipment, said equipment should be deleted
from the County inventory list.
The computer equipment was purchased with JTPA 8% funds.
Under JTPA procurement regulations, the Department of Labor
(DOL) retains ownership of 8% JTPA property. DOL has
designated the Department of Education responsible for the
disposition of 8% JTPA property. In accordance with the
guidelines of the California State Department of Education
Property Management Manual dated July 1, 1987, page 4, number
IV, Disposition of Property, the Contra Costa County Private
Industry Council is hereby conforming with such set
disposition of property guidelines (Reference attached copy of
Manual).
Approval to transfer custody of 8% JTPA property to the
Acalanes Union High School District has been granted effective
October 12, 1988. (See attached letter from State of
California Department of Education.)

III. AccountabilityofProperty_
There are two categories of property:
o Expendable Property—This includes office, janitorial, and other
supplies and minor items of equipment including tools having an
original purchase price under $300 per item and a usable life of less
than two years.
o Nonexpendable.Property--This includes property that has a mit cost of
$300 or sore. It to complete in itself and is not consumed; it does
not lose its identity or become a permanent component part of another
asset when placed in use, and it has a useful life of two years or
more,
An audit trail shall be maintained showing the acquisition and disposition
of all nonex endaable property. Property records shall include:
o Acquisition date
o Description of the item
o Kanufacturerts name, make (if applicable), model, serial number
o Unit acquisition cost, including installation, transportation, etc.,
where relevant (unit acquisition cost for inventory purposes does not
Include installation or transportation costs)
o Individual hardware and software components of the ADP system
o . Inventory tag number
o Disposition of property
IV. Disposition of Property
Special Mote:
Title to property with an original cost of $1,000 or more is vested in the
U.S. Department of Labor (DOL}. However, this category also includes
property that costs less than $1.000 if the property is rt of a system
with an aggregate cost of $1,400 or sore. For example, components forming
a computer system may separately cost less than $1,000 while the aggregate
east of all components would be more than $1,000--therefore. DOL holds
title to each component. Such components must, therefore, be in the
$1,000 or more" category for disposition.
JTPA property vith- an acquisition east of $300 and over cannot be disposed
of without written approval from EPD. However, if the property is valued
at $300 and over but under $1,000 (see Special Note above) and certified
nonusable by a source other than SDA/CA administrative entity such as a
vendor, Business Services Officer, or other persons qualified to render
