HomeMy WebLinkAboutMINUTES - 11291988 - 1.5 (3) 1- 050 TD- BOARD OF SUPERVISORS FROM: Phil Batchelor C ltra County Administrator Costa DATE: November 8, 1988 sUBJECT: @ CO^ Legislation Relating to BART Extension to East County (SB 1715) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) i BACKGROUND AND JUSTIFICATION RECOMMENDATION• Acknowledge receipt of the report of the County Administrator on SB 1715 (Boatwright) which would specify funding for the BART extensions to East County based on passage of the Bridge Toll Increase and sales tax increase and the receipt of funds from San Mateo County. BACKGROUND: On August 2, 1988 , on the recommendation of the Director of the Community Development Department, the Board of Supervisors voted to support SB 1715 with specified amendments which would require BART to undertake extensions to North Concord, West Pittsburg and Pittsburg providing the bridge toll increase and sales tax increase passed on the ballot November 8. If these measures did , not pass, then BART would be required to extend BART as far as it could with existing sources of1funding. In its final form, SB 1715 provided that BART must undertake the extension to West Pittsburg ori a point east of West Pittsburg if the sales tax measure and bridge toll increase pass, and if those sources of funding, along with existing BART reserves of $34 million, and at least an additional $74 million from the funds provided by San Mateo County, total $425 million. If so, BART by 1991 must undertake the extension as far as the $425 million will go. Additional provisions address the Dublin and Warm Springs extensions in Alameda County. SB 1715 passed the Senate floor on June 2, 1988 by a vote of 23 : 9 . SB 1715 was amended in the Assembly Transportation Committee and passed that Committee August 9, 1988 by a vote of 12 : 0 . SB 1715 was amended again in the Assembly Ways and Means Committee and passed that Committee August 23, 1988 by a vote of 22 : 0 . SB 1715 passed the Assembly floor August 26, 19 8,8 by a vote of 66: 0 . The Assembly amendments were concurred in by the Senate by a vote of 38 : 0 on August 30, 1988. SB 1715 was signed into law by the Governor September 23 , 1988 and is now Chapter 1259 , Statutes of 1988.
