III. REASONS FOR RECOMMENDATIO&BACKGROUND
On June 21, 1977, the Board approved County-State Master
Agreement No. 04-5928 for the funding of Federal Aid Projects.
On February 29, 1988, Contra Costa County qualified for Federal
funds to reconstruct and overlay Kirker Pass Road from Concord
city limits to 2000' N/O N. Hess Road.
The project is scheduled to be advertised in Winter 1988 and
construction completed by Summer 1989.
Caltrans and the Federal Highway Administration have determined
that the County can be reimbursed for the County's estimated
engineering and construction costs for the project.
IV. CONSEQUENCES OF NEGATIVE ACTION
If this program is not approved, the County will have to absorb
the entire cost of engineering and construction for this project.
