HomeMy WebLinkAboutMINUTES - 11291988 - 1.103 TO BOARD OF SUPERVISORS 1-103 Fes: Phil Batchelor, County Administrator Contra DATE: November 29, 1988 Costa SUBJECT: Approval of changes to the CSAC Excess cam Insurance Authority Joint Powers Agreement SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AM JUSTIFICATION RECOMMENDATION: Receive and approve changes tothe Joint Powers Agreement of the CSAC Excess Insurance Authority and execute said Agreement. The Agreement shall become effective when executed and returned to the Authority by at least two-thirds of the member counties. FINANCIAL IMPACT: None REASON FOR RECOMMENDATION/BACKGROUND: Our County has been a member of the CSAC Excess Insurance Authority since 1980. The Joint Powers Agreement creating the CSAC Excess� Insurance Authority is executed in the State of California by and among those counties organized and existing under the Constitution of the State of California. The Authority was formed under the sponsorship of the County Supervisors Association of California. The changes to the Joint Powers Agreement fall into three basic areas: 1. Modifies the three-time assessment cap which allows the Board of Directors to remove the three-time cap only after advising all Boards of Supervisors of, the intended action 90 days prior, including the proposed assessment and supporting actuarial analysis. j 2. clarifies responsibilities of new and withdrawing members with regards to loss sharing. 3. Modifies Article 25 to include the CSAC legal advisor with respect to the limiting of liability. Included with this Board Order is a blacklined copy of the Joint Powers Agreement showing the changes and an original agreement for signature.
