BOARD OF SUPERVISORS FRCM: Cb ltra Transportation Committee Tom Torlakson (Chair) and Robert Schroder C DATE; November 1, 1988 SUBJECT: I-80 and I-680/24 Committees Joint Workshop and Recommendations SPECIFIC REQUEST(S) OR RECCMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION• The Transportation Committee recommends that the letter (attached) developed during the joint meeting of the I-80 Reconstruction Advisory Committee and the I-680/24 Task Force on September 26, 1988, be approved by the Board of Supervisors and sent to Caltrans District 4 to express the two committees' concerns. The Transportation Committee suggests that the letter be sent under Board letterhead and signed by the chairs of the respective committees. FINANCIAL IMPACT: No impact. REASONS FOR RECOMMENDATIONS/BACKGROUND: With the reconstruction of the I-80 and I-680/24 freeways in Contra Costa County by Caltrans, the potential for massive congestion and delays on two of the County' s major north-south freeways is significant. The two committees think that it is important that Caltrans coordinate with the affected jurisdictions and the public in developing the mitigation efforts in the two corridors that are intended to alleviate the potential congestion and delays. Furthermore, the two committees believe that the coordination will help economize the costs associated with the mitigation efforts. Coordinate the Transportation System Management components of both construction mitigation projects, perhaps by utilizing the County's new TSM Coordinator. 2. Coordinate the ride-sharing components of both projects, especially with regard to the development of Park and Ride lots in Solano County. 3. Coordinate the public relations/public information components of both projects, either by hiring the same public relations firm for both projects and/or by using shared radio broadcasts, public information centers (where appropriate) , etc. It seems reasonable to suggest to you that timely communication and coordination between the two projects could best be ensured by having the I-80 and I-680/24 project managers report to the same individual at Caltrans. We would also like some assurance that the Caltrans management teams for both projects will be responsible for implementing the plans we are making now, throughout the construction period. 71 Since.both projects will be underway at approximately the same time in the same county, and since both policy committees are concerned about ostensibly competing for mitigation dollars, we would strongly urge coordination between the two projects to avoid any competition or duplication of efforts.
